Model Code of Ethics for Government and Municipal Employees

One of the most important internal documents of any organization, including the state one, is the code of ethics. Of course, this document in state and municipal institutions should comply with some uniform standards and have approximately the same content. In this article, we will consider a model code of ethics for a state (municipal) employee.

Code of Ethics

In December 2010, by a decision of the Presidium of the Anti-Corruption Council, a Model Code of Ethics and Official Conduct for Russian civil servants and municipal employees was adopted. The document constitutes the basis for the development by government and municipal authorities of their ethical codes.

A citizen who enters state or municipal service must familiarize himself with and comply with the rules set forth in the model code of ethics. The objectives of the Model Code of Ethics for Civil Servants are:

  • Ensuring decent performance by employees of their professional activities.
  • Strengthening the proper level of authority of civil servants and building confidence in them for Russian citizens.
  • Improving the efficiency of employees performing their work.
  • Formation of a respectful attitude to the municipal and public service and increasing the morality of the public servants themselves.

Basic and recommendatory rules and principles of professional ethics

The model code of ethics for municipal and public servants discloses basic ethical principles. These principles include conscientiousness in the performance of their work duties, impartiality, correctness and care in dealing with citizens, intolerance to corruption and others. In addition, a municipal or public servant must ensure compliance with the laws of the country and other regulatory legal documents, avoid conflicts of interest in the performance of his official duties, and take measures to ensure confidentiality of official information.

In addition to the above, the specified document establishes the rules of recommendation. Thus, the employee in the performance of work should refrain from rudeness and statements of a discriminatory nature, threats and abusive actions, from smoking. Therefore, employees should be friendly, polite, attentive, and tolerant in dealing with citizens and colleagues. If necessary, set the dress code of a civil servant.

Disclosure of state secrets

When imposing disciplinary sanctions, when attesting or increasing the rank of civil servant, the observance by the employee of the code of ethics is taken into account.

Violation of ethics entails moral condemnation at a meeting of the relevant commission, the application of measures of legal responsibility (disciplinary, administrative and even criminal). For example, the disclosure of information that is a state secret will entail punishment in accordance with Article 283 of the Criminal Code of the Russian Federation.
