Why is that? Because in some cases, the stickiness of the top interferes with the master. Non dispersion material is used for complex designs. For example, they are stained with rhinestones and broths. Removing stickiness from an inhomogeneous surface is extremely problematic.
The base on top is covered with varnish, gel or top without fail. The craftsman does not have to wipe the material lying in thin gaps between rhinestones and opals.
