The rules for the provision of postal services were developed and adopted in 2000, they describe in detail all the services provided by postal workers, the rules and acceptance of postal items that can and cannot be sent by mail, the hours of work of post offices, even signs on post offices should to be an established sample. The “General Provisions” section describes in detail all the terms that define the concepts of parcels, valuable letters, parcels and other terms. Letters and postcards, parcels and parcels, as well as secograms (forwarding intended for blind users of postal services) can only be of the established dimensions and weight. So, if you send a letter, and it does not fit the mail parameters, as defined by the rules for the provision of postal services and exceed the maximum sizes from 110x220mm to 250x353mm (and weighing no more than 20g), then it automatically goes into another category and will be sent already like a parcel post.
The same thing happens with the parcel. When it exceeds the set parameters, it will go into the status of the package. The maximum dimensions of the parcel are 36 cm in one of the measurements (height, length or width), and not exceeding 65 cm for the value resulting from the addition of all three measurements. Maximum parcel size: 50x50x40 and weight up to 10 kilograms.
The parcel may exceed the permissible weight by 100 g. Parcels can be up to 20 kg. In this case, as the rules for the provision of postal services are determined, they go into the category of heavy packages and are received at specialized points of delivery. Parcels weighing up to 3 kg are considered small. Parcels are only accepted and sent to countries with which an exchange agreement has been concluded with Russian Post. Lists of these countries are in each post office.
A postman can bring a money transfer to your home, like a registered letter or a parcel, but at an additional cost. Further in the Rules there is a detailed description of things allowed and not allowed for sending. You can even send bees and live animals. It is forbidden to send weapons, drugs, toxic substances and plants, products with a short shelf life, objects and things dangerous in their properties.
The rules for the provision of postal services allow you to put simple letters, cards, notice and postal packets, as well as notices in the mailbox. Other mail is delivered to citizens in person, at home or at the post office.
Rules for the provision of telephone services
These rules are no less extensive. The difference is that we use postal services, without particularly delving into the intricacies of postal affairs and the rules that govern their activities. Telephone communication is carried out with the conclusion of an agreement with each individual citizen, in which the fundamental points and rules are prescribed. The obligations and rights of the parties are described, so at any time you can open a contract and read its terms.
The same applies to Internet services. The rules for the provision of communication services are described in the contract concluded with the subscriber. Everyone knows their provider, uses feedback and, if necessary, can contact the operator and get an answer to a question or receive technical support.
