The construction of any object, especially a large one, is a complex process that requires organization and preparation at all stages. Project documentation, raw materials, labor and energy resources should be used in the right quantities at different periods in accordance with the construction schedule. The main task of the production and technical department is to ensure the preparation of production in construction at all its stages.
What is the production and technical department
The production and technical department (VET) is the fundamental structural unit of the construction organization. Processing of primary information about the planned construction project, acceptance of design and estimate documentation from the customer, preparation of permits for work - all this is done by the VET before the start of construction.
Accompanied by the work of the department at the facility after completion of construction by paperwork for commissioning and transferring the facility to the customer.
VET specialists carry out engineering preparation for construction: analyze the compliance of applications with normative and design technical documentation, draw up and place applications for raw materials and materials, decipher labor costs.
In the course of activities in VET, the volumes of work performed and the material and labor resources used, their compliance with the estimate, are checked. VET data are used in management accounting in the preparation of acts of work performed and documents for remuneration.
In addition, specialists of the department prepare documents for obtaining licenses for certain types of activities, participation in tenders, and conduct expert reviews of estimates of third-party organizations.
Acceptance of the facility requires the preparation of a large package of documents and materials according to the established list. This package is presented to the acceptance committee and is attached to the acceptance certificate of the facility.
Department head
The head of the VET is a managerial position. It should be noted that in accordance with the Qualification Guide, such a position is provided only in construction and is described in the section “Qualification Characteristics of the Positions of Heads and Specialists of Architecture and Urban Planning Activities”, approved by Order of the Ministry of Health and Social Development of Russia dated 04.24.2008 No. 188. As amended by On February 12, 2014, in the Qualification Handbook for the position of the head of the production department, there is an addition that in construction and geology a manager who has a few more responsibilities spines associated with the construction, called: Head of VET. The job description (this specialist is involved in construction) in the qualification requirements stipulates the presence of a higher education related to construction, or technical, also higher, and professional retraining in the construction field.

The complexity of the tasks solved by the department requires that the head of the vocational school have at least three years of experience in construction, upgrade their qualifications at least once every five years, and have a qualification certificate for compliance with the position held.
Requirements
The head of technical and vocational education should understand the legislation of the Russian Federation in the field of construction, know the regulatory, administrative and methodological documents in production planning and operational management of construction.
The job description of the head of the VET obliges him to know the structure of the organization in which he works, the specialization of units and the relationship between them, production capacities and even development prospects.
The nomenclature of products manufactured for the construction industry, the types of work (services) performed in it, the basics of technology and new products in these areas - all this knowledge is needed by the head of the vocational school in work.
Organization of production planning, construction production, operational accounting of the progress of construction, warehousing, loading and unloading and transport, the procedure for developing calendar schedules and production programs, as well as the basics of economics and labor legislation, organization of labor and management, labor protection issues - the necessary knowledge in professional activities, and they are stipulated by the instruction of the head of the vocational education institution without fail.
Functions
The head of the VET performs all five classic functions of the head:
- Forecasting and planning the progress of construction of the facility.
- Organization of work, coordination of their sequence, scheduling and production programs.
- Management of the department and the distribution of responsibilities between its employees.
- Coordination of actions of contractors, subcontractors, suppliers of raw materials and supplies, operation of equipment and resources involved.
- Control of design and working documentation, its completeness, quality of work, cost of production.
Responsibilities
The general management of the work of the department is carried out by the head of the VET. His responsibilities are diverse, but depend on the scale of activity and structure of a particular construction organization. After all, not every company conducts experimental, and even more so research, or has so many units that they can put forward mutual demands and complaints to each other.
But the technical management of construction, linking the sequence of work and their deadlines by contractors and subcontractors, the operational regulation of the progress of the construction of the facility, the development and monitoring of schedules of construction stages - these items include any job description of the head of the vocational school.
The head of the VET organizes operational control of the progress of construction and the provision of production with resources, documentation, equipment and tools. He is in charge of operational accounting, monitoring the implementation of daily tasks, the status of construction in progress, compliance with backlog standards at workplaces and warehouses, rational use of resources and construction equipment.
Rights of the head of VET
Like every employee, the head of the vocational education and training department has not only duties, but also rights.
He has the right to issue orders on production issues signed by him, to endorse and sign documents within his competence, to participate in the preparation of instructions, administrative and contractual documents, estimates. In his work, the head of the VET has the right to interact with the heads of related departments, to request and receive from them the information necessary for his work in the field of production management - to check the activities of these units.
In connection with his duties, the head of the VET may represent the interests of his organization in relations with public authorities and other enterprises and organizations. He may also submit proposals to the management for encouraging employees and imposing penalties on them, to improve the activities of the department that he manages, and the organization as a whole.
Responsibility
Subject to the norms of the labor, administrative, civil and criminal laws of the Russian Federation, the responsibility, and not only the duty, of the VET head for the improper performance of duties stipulated by the job description, for offenses and causing material damage is the same as that of any employee. The Head of the VET, in addition, is responsible for non-observance of trade secrets and violation of labor regulations and fire safety.
The complexity and variety of tasks that the production and technical department, headed by the head, have to solve every day, control and linking the timing of work, supply and use of resources, the state of construction in progress, are respected by everyone who understands the specifics of the process. No wonder VET is considered the technical brain of any construction organization.
