Social services at home - types and forms of social services

Social services at home are necessary for people in difficult life situations. According to the State standards of social services, circumstances that objectively disrupt human activity are considered difficult life situations. Such situations include disability, illness, old age and, accordingly, inability to self-care.

Legislatively in the Russian Federation, social services at home involve the provision of several types of social services.

Socio-medical: aimed at improving and maintaining the health of clients (for example, the provision of sanitary and hygienic services, assistance in obtaining first-aid care , etc.).

Social and household: aimed at ensuring the life of a citizen in everyday life (for example, the purchase and delivery of food, hot meals, industrial goods, assistance in cooking).

Socio-psychological: for example, the provision of psychological assistance, including conversation, communication, listening.

Social and pedagogical services are needed for citizens who need to get an education at home.

Socio-economic: aimed at maintaining the standard of living of needy citizens (for example, assistance in obtaining benefits or allowances).

Social and legal services are in demand if it is necessary to protect the legitimate rights and interests of citizens (for example, assistance in preparing documents or obtaining assistance from a lawyer in the manner prescribed by law).

Who can provide social services at home?

Firstly, these are state institutions of social services for the population that provide social services to various categories of citizens (elderly people, people with disabilities). Complex centers of social services for the population provide both free social services guaranteed by the state and additional ones (on the basis of partial or full payment).

Secondly, as subjects of the provision of social services, according to the Federal Law "On the Basics of Social Services for the Population", enterprises, institutions and citizens engaged in entrepreneurial activities for social services of the population can act.

Not always citizens who need social services at home can take advantage of state- guaranteed social services.

So, for example, in order to be credited to home-based services in state institutions you need to provide a whole list of documents. This includes the conclusion of the healthcare institution that the client needs social services at home and has no contraindications. It is necessary to provide an act of material status of the applicant; as well as income statements; about family composition and kinship, etc.

Often, it is easier for older citizens or people with disabilities to use the services of a private social service than to apply for a state social service institution.

In addition, social services may well be needed not only for single citizens. With the employment that many Russians experience today, it is very difficult to overcome some family circumstances. For example, in the case of an illness of an elderly relative, the help of a nurse is simply necessary. And if grandparents are in another city?

Social service at home is an area of entrepreneurial activity that is not yet fully developed in Russia, but will always be in demand. Social services can be created regardless of ownership.

Paid social services are provided to citizens on the basis of an agreement concluded with social services. A written contract must determine the types of social services, the frequency of their provision, the procedure and amount of payment, the rights and obligations of the parties.
