Transneft Public Joint Stock Company is an absolute monopolist in the Russian market for the transportation of oil and oil products, providing more than 84% of total supplies. This is one of the key enterprises in the country's fuel and energy complex. The total number of Transneft personnel can be compared with the population of the whole city, the company employs more than 119 thousand employees.
This impressive staff of workers servicing the transportation of light oil produced in Russia and light oil products made from this raw material has significant production assets, estimated at 2.9 trillion rubles in 2017.
We are talking about more than 68 thousand kilometers of gas pipelines of the main type, more than five hundred pumping substations, storage tanks for oil and oil products with a volume of almost 25 million m 3 .
The company is strategically important, profitable and makes a significant contribution to the Russian economy. At the end of 2017, the net profit received by it amounted to 191.8 billion rubles. Of particular interest is the way Transneft employees themselves relate to their company. Indeed, employee loyalty is one of the most important conditions for the dynamic development of any enterprise, and in particular as huge as the PJSC we are considering.
Transneft: personnel policy profile
AK management pursues a highly effective social policy. In particular, the personnel policy of the company is clearly defined and regulated by order 199 dated November 28, 2017. It pays due attention to staff development, measures to overcome staff turnover, long-term and open cooperation of employees with the employer.
It just so happened that children begin to learn about Transneft at school, the company regularly equips computer classes in educational institutions. The company is actively working with engineering students and working youth. It regularly organizes excursions to production facilities, and talks with the best specialists.
The company welcomes the work of older employees who have worked for 30, 40 and even 50 years at Transneft. Employee reviews fully confirm this.
Transneft has precedents for very worthy labor dynasties with a total experience of 100 years or more.
The head of Transneft Nikolai Tokarev in an interview with Interfax announced statistics on the proportion of employees over 50 years old. It accounts for more than 21.6% of the total number of staff. In other words, the level of staff qualifications is maintained in the most reliable way - minimizing staff turnover.
Oil workers really value their place of work in the enterprise. According to the results of 2017, the staff turnover at Transneft was only 3.7%. This is negligible compared to the same indicator for the industry, accounting for 24%. Such facts clearly and unequivocally testify to one thing: the company's management is at a high level, senior executives really show concern for the social sphere.
To improve the health of its employees, the company has implemented a voluntary insurance program, which allows 3 thousand production workers annually on concessionary terms to relax in sanatoriums. Also, about 20 thousand employees are partially compensated by rest in rest houses and sanatoriums by their employer, Transneft PJSC. Feedback from workers who have already retired (of which 3,500 continues to work in the company), indicate that in addition to the national pension they receive a corporate pension, which the company pays them.
The company, if necessary (domestic accidents, natural disasters, resulting damage to health) provides employees with one-time financial assistance. In case of reduction or involuntary dismissal to employees who have 2 years or less before receiving a pension, the company begins to regularly transfer corporate pension.
Types of company divisions
As you know, the social policy of the enterprise always comes in second place after production activities. Therefore, we consider it important to present to readers which units PAO consists of.
To understand the scope of the company, we are forced to distract from the main topic of the article. Consider the number of units, it is important to understand their status. It is worth noting that over the past year, the total number of employees increased by 1.7 thousand people.
A huge enterprise with an impressive staff of 119 thousand is subdivided into significant organizations, the “Other” category, serving the links. Significant organizations include 11 strategic enterprises that fully service the constituent entities of the Russian Federation, as well as determining export directions.
The category “Other” characterizes the regional transit and trunk divisions of the monopoly, performing important tasks of a lower level of coverage of the territory and consumers. There are 10 such divisions within the joint-stock company.
The number of internal enterprises serving the two above-mentioned categories of specialized divisions of Transneft PJSC is impressive. Employee reviews indicate their established and rhythmic work. The employees include the proper and fair remuneration of labor, mutual assistance as the advantages; frequent business trips are considered a disadvantage. Main enterprises are serviced in two main areas: service and auxiliary activities. Service activities include communications, security, accounting and auditing, they are serviced by 3 departments. Auxiliary activities of the enterprise of federal significance are provided by more than 20 divisions.
In this article, we intentionally limit ourselves to a quantitative demonstration of the enterprise’s divisions, without delving into a description of their characteristics and the level of the main primary territorial units — regional oil pipeline departments (RNU). Transneft, like any major monopoly, is managed on two levels. The main line of development and indicative indicators are brought and controlled by the top management, they also keep their finger on the pulse of the rhythm of production. Regional managers carry out daily management of departments. As it is obvious, the company clearly delineates the vertical of power, and one of the management principles is the one-man management of the president of Transneft, who is now Nikolai Petrovich Tokarev.
History of organizational forms of PJSC Transneft
A strategically important state-owned company was created on the basis of the Glavtransneft profile production department of the USSR Ministry of Oil Industry.
The first Russian organizational form of a state-owned joint-stock company was called Transneft LLC (1993). Since its inception, the company has been very consistent in its personnel policy. She maintains a reputation as a competitive employer not only for her employees, but also for other individuals, subjects of the labor market.
The company's management motivates the creation and maintenance of a psychological and moral climate in working groups, comfortable, friendly, and favorable for work. Invariably with the long-term development plans, the personnel policy of Transneft LLC is coordinated. Employee reviews indicate not only the efficiency of attracting candidates for new vacancies, but also the targeting, the feasibility of moral and material incentives for decent workers.
The personnel policy of the company really demonstrates concern for maintaining and improving the quality of the workforce. Improving the training of employees is achieved by training and deepening special education at all levels of staff: from leading to ordinary employees. Top-level specialists are trained in the latest innovative technologies, and are taught strategies for targeted effective investment.
The company in its personnel policy complies with the principle that the increasing level of tasks meets the level of staff training. In accordance with this principle, the training of company employees is promptly planned and coordinated with Transneft's development plans. Employee reviews also indicate the company's assistance in solving their housing problems. Employees confirm the effectiveness of the company's efforts to provide places of residence directly in the areas of production activity. Consistently, such work is carried out in areas characterized by extreme climate.
The company monitors the level of fair pay for skilled work. Tariff categories of remuneration are periodically reviewed in order to improve incentives for meaningful and productive work.
High qualification of specialists is a special pride of this one of the largest companies in the world. So, in 2017, at the industry-wide international competition in Shanghai, where 12 countries were represented, it was the welders of Transneft Druzhba JSC who won prizes. The feedback of the workers (most of them) also indicates that their authors really learned a lot during their work at the enterprise.
An important activity of the company is the constant concern for increasing labor productivity. Among the planned activities in this direction, in an interview with its leaders, further automation of business functions, optimization and standardization of production processes, compliance with the level of complexity of the involved personnel are mentioned.
Without even delving into the company's development plans, one can reasonably conclude that PJSC Transneft is developing steadily. Jobs in companies with relatively low staff turnover, of course, rarely appear.
Further in the article, a brief social description of some parts of the company is given.
Transneft East LLC
This division of the company performs tasks both in the regional supply of petroleum products, and in the export of this raw material to China. The length of the pipeline transporting oil to China is 2,700 km, the total length of domestic pipelines (from Omsk and Krasnoyarsk to Irkutsk) is 1,300 km.
The tank farm, oil pumping stations, oil loading points, support bases also make up the production potential of Transneft East. Employee reviews contain the following characteristics of work in it:
- decent social package;
- good manufacturing school;
- constructive relations in labor collectives.
The division has prospects for further development. Currently, in addition to the existing exporting oil pipeline “Eastern Siberia - Pacific Ocean”, a strategic decision has been taken to build another oil pipeline “Kuyumba - Taishet”. Structurally, Transneft East, JSC consists of three regional oil pipeline enterprises (Neryugrinsky, Leninsky, Irkutsk). Employee reviews about it are positive. Agree, for regional managers, a score of 4.4 out of 5 is a very high indicator. It is not often at informal forums that employees openly approve of leadership style and methods, methods of stimulating labor, and a moral climate in groups.
Transneft Far East
This is a rather young company, the start of construction of its pipelines took place on January 13, 2010. Transneft Far East, JSC, is the investor and service company for the second stage of the pipeline stretching to the Pacific Ocean. Employee reviews of it indicate both obvious advantages and unpleasant moments in the organization of labor.
Accordingly, employees give the company 3 points out of 5, which corresponds to the weighted average rating of enterprises in industry.
Let's try to figure out what the problem is. The company solves complex production problems: it serves 2,047 km of the main gas pipeline in the direction of Skovorodino-Khabarovsk-Wrangel; It transports oil for export, and also provides raw materials to the Khabarovsk Oil Refinery Transneft Far East, JSC. Employee reviews point out that this is a very reliable place to work, employees receive a full social package, but also the reviews contain criticism that low-level employees are often fined by their immediate superiors. Of course, there are more loyal reviews of employees, where you can read between the lines that their serious attitude to the work was appreciated. However, there is a fact - there is not so much praise about Transneft Far East as about Transneft East. Employees do not write about their company with pride.
Probably, Transneft’s top management should pay more attention to improving the methodology for managing this division.
Transneft Siberia
This is the largest division within the Transneft company. 300 million tons per year of Tyumen oil are transported by the production assets of this enterprise. It serves 27 trunk pipelines with a total length of 9.3 thousand km. The largest among them:
- Surgut - Gorky - Polotsk;
- Kholmogory - Wedge;
- Ust-Balyk - Kurgan - Ufa - Almetyevsk;
- Nizhnevartovsk - Kurgan - Kuibyshev;
- Ust-Balyk - Omsk.
The company's staff in the amount of 11 thousand people serves objects located in the Yamalo-Nenets and Khanty-Mansi Autonomous Districts, as well as in the Tyumen, Kurgan, Sverdlovsk Regions. 85 oil pumping stations, a tank farm with a capacity of 3.3 million m 3 are serviced by the personnel of Transneft Siberia. Feedback from employees of the largest division of the company can be called quite loyal. Among the positive aspects of labor organization are mentioned:
- the opportunity to learn a profession;
- stability of remuneration and a decent social package;
- bonuses: salary for the day of the oilman and the 13th salary.
Regarding the normalized working day, the opinions of employees differ. Most of them write that the company has an eight-hour working day and two days off. However, there are reviews of employees who claim that this schedule is not true.
It is also mentioned that it’s impossible for a person from the street to get a job at Transneft Siberia, according to a resume. The responses of the enterprise employees indicate that in order to get a job, a person must provide recommendations. Such a cautious personnel policy is present only in those organizations that value work.
Transneft North
This enterprise is strategic for the development of the Timan-Pechersk region. It employs approximately 2,700 employees. It serves the oil pipelines of the Republic of Komi, Yaroslavl, Arkhangelsk, Vologda regions. Their total length is 1,560 km. The largest branches of the highways are Ukhta - Yaroslavl and Usa - Ukhta. Transneft, JSC holds a relatively small share in the production and general balance sheet of Transneft. Employee reviews are loyal. The average score is 4 on a five-point system. Among the advantages of the enterprise are:
- high salary and decent social package;
- the opportunity to build a career;
- close-knit work teams;
- timely updating and proper maintenance of equipment;
- respectful attitude of management towards employees.
Among the shortcomings is the artificial creation of staff turnover by concluding labor contracts with employees for a short time.
Transneft Urals
This enterprise serves 8 858 km of oil product pipelines, as well as a tank farm with a total capacity of 2 million m 3 . It receives oil from its producers, PJSC Orenburgneft, LLC LUKOIL-Perm. In addition, the company receives oil from related units in the company’s system: Siberia, Western Siberia.
It performs transit functions on the territory of eight constituent entities of the Russian Federation Transneft Urals, JSC. Unfortunately, there are no reviews of employees of this enterprise on the official website of the company. Is this good or bad? Sociologists argue that this situation roughly corresponds to a score of 4 on a five-point system. After all, nothing prevents the employee of the enterprise, who was dismissed undeservedly, from expressing his disappointment in the corresponding review.

The division of Transneft Supervision LLC carries out scheduled inspections at all levels of the company. She carries out incoming control, checking the conformity of all transportation processes, storing materials and products with the available design and technological documentation. The control and audit work is guided by the Town Planning Code, the Regulation on Construction Control, Construction Norms and Regulations 12-01-2004 of Transneft Supervision LLC. Employee reviews note increased discipline requirements, frequent and lengthy business trips, and high staff turnover. Noteworthy are the judgments of employees, indicating the preference for recruiting from among employees of other divisions of Transneft. It is such auditors who already have experience in the company and know the principles of its work, can benefit from their audits. Indeed, the purpose of departmental control, in addition to identifying shortcomings, is a timely hint about ways to solve the problem. And good advice can be expected only from a professional who knows the specifics of the work.
Relatively recently, in 2014, a division of Transneft Protection LLC was created as part of Transneft. Employee reviews indicate the proper organization of the protection of oil pipelines, the maintenance of facility and access regimes, the prevention of administrative violations and official crimes. The enterprise has 11 units of an inter-regional type.
Transneft has a large number of drivers. When the units are equipped with transport, technical and economic indicators (utilization, carrying capacity, mileage, average technical speed) are taken into account.
Two categories of vehicles: general purpose and specialized operating rolling stock are used at Transneft. Testimonials of employees - drivers testify to the different organization of their work: one-, two-shift, and round-the-clock. The cycle of work of drivers depends on the general schedule of repair and maintenance, the number of units of transport, the time of possible shipment of suppliers.
The driver employees themselves evaluate the work in the company at 3 points out of 5. Among the positive aspects, a decent social package, providing the enterprise with timely repair and maintenance of vehicles, are mentioned. Negatively, these employees respond about irregular working hours, frequent business trips. Among the drivers of the company increased staff turnover.
Conclusion
The company is a reliable employer. Transneft, JSC is constantly in the process of development: the structure is being improved, and the network of trunk oil pipelines is expanding. Currently, construction work continues:
- the Eastern Siberia – Pacific Ocean system capable of transporting about 30 million tons per year;
- Baltic system (35 million tons per year);
- Murmansk oil pipeline;
- Pipeline-Purpe-Samotlor oil pipeline.
Social security issues for employees are constantly in the focus of attention of company management. The company clearly established the principles of remuneration, additional material support. This work was highly appreciated at the St. Petersburg International Forum of Oil and Gas Enterprises, where PJSC Transneft was awarded the main prize of a socially oriented company. The feedback from the company's employees confirms this. Employees of almost all departments note a significant social package.
In addition, the staff of most companies mention a good organization of vocational training, a favorable business climate in work collectives. However, these characteristics are implemented in different departments in different ways. Most likely, the management of Transneft is already taking measures to increase the loyalty of labor collectives with high staff turnover.
Completely deserved all-Russian diplomas “For the systematic selection and training of engineering and technical personnel” and “For the effectiveness of motivating workers to work”, PJSC Transneft was awarded. Employee reviews of the company confirm the validity of such a high rating. Indeed, the laconic phrases “a good production school” or “I have gained valuable experience” that are constantly found in staff reviews indicate a lot.
