In order to regulate mutual relations among military personnel, to determine the types of incentives and penalties, to organize the submission of proposals, various statements and complaints, as well as their consideration, the Armed Forces have a Disciplinary Statute. Its effect also extends to citizens who, after being dismissed from active service, retained the right to wear uniforms, and citizens who are at the corresponding fees.

General Provisions

The tasks of observing and maintaining the established discipline are determined, which applies to ordinary military personnel and to their commanders (commanders). The disciplinary authority granted to them in relation to subordinate personnel on the application of penalties and the announcement of incentives is indicated.

Educational activity among military personnel and strengthening discipline in collectives is achieved by various methods. The disciplinary charter provides for various types of incentives, the main of which include:

- removal of previously imposed disciplinary sanctions;

- declarations of gratitude, which may be expressed to single military personnel and groups or units as a whole;

- rewarding with letters of appreciation, diplomas, valuable gifts or prizes;

- the assignment of the next rank for a soldier, regardless of the length of stay in the previous one, including one degree higher in the position provided by the relevant state;

- for conscripts - the provision of short-term leave, the duration of which can be 10 days.

Applicable disciplinary action

The law requires mandatory punishment of the guilty, and this condition is valid in the Armed Forces in the same way as with other structures of the state. The disciplinary charter of the Armed Forces of the Russian Federation for misconduct and misconduct by military personnel provides for the following main penalties: declaring reprimand and severe reprimand, warning the soldier of his incomplete official compliance, reducing his posts and special ranks, and arrest with the direction to leave for the guardhouse. The last of these penalties is not imposed on women who are military personnel. The disciplinary charter of the Ministry of Internal Affairs also provides as a punishment - dismissal from the relevant units. In addition, for each violation or misconduct committed, only one penalty is announced. However, it is impossible to abuse the imposition of disciplinary sanctions, they are only a tool in the activity to strengthen discipline and educate subordinates, and not a means of punishment.

The disciplinary charter provides for the established procedure for the appeal of military personnel to the higher command when they reveal facts of theft, property damage, illegal spending of funds, abuse, various shortcomings that damage the combat readiness. In addition, the right is given to file complaints and applications in cases where senior officials allow illegal actions, in case of violations of the rights granted and non-provision of the required types of allowances. Proposals (statements, complaints) may be stated orally or submitted in writing. In the appendices, the Disciplinary Charter contains established tables of rights for a standard list of positions of military personnel, examples of maintaining some accounting documents, explanations on the procedure for sending them to serve their arrest.
