The government of the country, headed by the President of the Republic of Kazakhstan N.A. Nazarbayev, in annual messages and appeals to the country's population all the time mentions that the health of the nation is a priority of the state. The Unified National Health System has been created, which allows all medical services and assistance provided by medical institutions in the country to be more centralized and accessible to the population. To this end, various measures are being taken, government decrees and legislative acts are being adopted.
State Guaranteed Amount of Free Assistance Provided by Medical Institutions
In Kazakhstan, there is a guaranteed amount of assistance approved by the Ministry of Health, provided free of charge by medical institutions.

It is provided to citizens of the republic at the expense of the budget. This volume includes preventive, diagnostic and therapeutic medical services. There is a list of the volume of free care provided by medical organizations, guaranteed by the state, it was approved on December 15 in 2009. It includes ambulance, emergency medical care, medical services provided by outpatient clinics and clinics, air ambulance, consultative and diagnostic medical services - in the direction of a specialist, hospital-replacing medical care, rehabilitation and rehabilitation treatment. Free medical services include a number of procedures approved by a particular medical institution, in some cases, benefits are provided to certain established categories of citizens - pregnant women, children under 7 years of age, World War II and labor veterans, people with disabilities, etc. Some types of drugs and medicines are also provided to citizens free of charge.
Hospitalization bureau
As part of the work to increase the accessibility of medical facilities, the Hospitalization Bureau of the Republic of Kazakhstan was created. This institution performs the organizational functions of hospitalizing citizens, the functions of a regulatory body and the intermediary functions between medical institutions of different levels and orientations.
Hospitalization of citizens

There are several types of medical hospitalization of citizens. Emergency hospitalization is an emergency medical care provided to patients in a hospital, in acute health conditions, requiring immediate medical attention. This condition is diagnosed by emergency doctors, emergency rooms, or your local doctor. Emergency hospitalization involves transporting citizens to the nearest specialized hospital in the shortest possible time. In this case, hospitalization is carried out bypassing the portal of the Hospitalization Bureau. Another type is planned hospitalization. It is carried out in cases where the referral of a patient to a specialized hospital is prescribed by a specialist, district or attending physician in case of indications, chronic diseases that do not threaten life and do not require urgent medical intervention. Planned hospitalization of citizens of the Republic of Kazakhstan is carried out through the portal of the Bureau of Hospitalization of the Republic of Kazakhstan.
Hospitalization Bureau electronic portal
For the convenience of citizens in need of hospitalization, there is a state hospitalization bureau. In order to eliminate the need for personal presence and additional documentation, the work of this office is computerized. Residents of Kazakhstan have the opportunity to file an application electronically and track the result of an appeal to the Bureau. The created portal of the Hospitalization Bureau is a special site, an Internet resource that provides information on the availability of beds and free beds in all stationary institutions of Kazakhstan.

Information is provided in real time, availability is provided for a period of 3 calendar days. The portal has a function of tracking the waiting list, the order of citizens for hospitalization in republican and regional medical hospitals. The portal of the Bureau of Hospitalization (Astana) was created by decree "On the implementation of the portal of the Bureau of Hospitalization" of the Ministry of Health of the Republic of Kazakhstan dated 01.07.2010. It operates throughout Kazakhstan and includes in its list the majority of medical institutions in the country, including Scientific Research Institutes, National Medical Centers, Republican Clinics, etc. Using the electronic portal of the Hospitalization Bureau, every citizen of Kazakhstan has the right to choose a medical hospital and a doctor in case of planned hospitalization, regardless of his place of residence and registration. Entrance to the Bureau of Hospitalization (portal) is available for any resident of the republic. This opportunity is the implementation of the principle of “free choice of hospitals” for every citizen of the Republic of Kazakhstan.
Portal of the Hospitalization Bureau of the Republic of Kazakhstan: procedure and principle of work
Initially, the patient must contact the clinic at the place of registration and residence. His attending or district doctor diagnoses the disease, in cases where there is a need for planned hospitalization, he writes out a referral. Next, the doctor prescribes a pre-hospital examination of the patient, which includes all the necessary tests and studies. The patient independently makes the choice of a specialized hospital, in which he is assigned a direction. After the patient selects the institution, the doctor, using the portal of the Hospitalization Bureau, finds out the availability of places in the hospital, if there is space, leaves a request for the patient on the portal. After this procedure, the patient is assigned an individual 13-digit number or letter code. After that, the hospital within 2 days determines the date of planned hospitalization. When the preliminary date is determined, the patient is given a coupon in his hands, in which his individual code is indicated. Using this code, you can monitor your queue on the portal, check the waiting list and availability. The hospitalization bureau (portal) in Kazakhstan greatly simplifies monitoring the organization of hospital care for patients.

All data is available for both the patient and the medical staff - with the exception of the medical details of the disease. In the period before hospitalization, the patient must be under the supervision of a doctor or local doctor.
Hospital Rules
The patient must arrive at the hospital on a strictly agreed date. You need to have an identity card with you, a referral issued by a doctor, a coupon with an individual code and a full package of all necessary documents - the results of the examination and all the necessary tests.
If any of these requirements is not met, the hospital has the right to refuse treatment. In the case of an exacerbation of the disease, when there is a need for urgent medical care, hospitalization is carried out urgently without the use of a portal. If the patient for some reason does not appear in the hospital on the indicated date, his application will be automatically canceled. The portal of the Hospitalization Bureau (Kazakhstan) makes it possible to comply with all the requirements and conditions necessary for inpatient treatment of patients.
In case of violation of rights
In case of violation of the patient’s rights to a free choice of a hospital, you can ask for help by telephone hotlines or write to the e-mail address of the controlling organization and leave a complaint.
The patient can contact the law enforcement authorities in case of corruption or any violation of civil rights. The procedure and conditions for hospitalization of patients are strictly monitored by regulatory authorities.
