Traffic safety rules are mandatory for everyone, both for drivers and pedestrians. Compliance with the rules should be carried out not out of fear of punishment, but out of responsibility for one's life and those around him.
At the legislative level, road safety is understood as the degree of protection against traffic accidents and their consequences. Regulatory acts require employers to conduct mandatory briefings for drivers of vehicles. The main goal of such events is to inform the employee of all the information that will allow him to fully fulfill his functions of driving a vehicle, and prevent an emergency on the road. Information must be generated in the instructions, and depending on the type of briefing, the information required in a particular situation is delivered.
Who provides instruction
The management of a logistics company or other carrier organization is not entitled to allow employees to drive a vehicle without instruction.
As a rule, the company has a traffic safety department, whose specialists develop training programs. General management and control over the development and implementation of these activities is carried out by the head of the unit. The functions of directly instructing drivers are assigned to the DB engineer or to the mechanic, the garage manager, depending on the structure of the enterprise.
Types of briefings
Carrying out trainings on the road safety of drivers is necessarily recorded in the registration logs. The events themselves are held according to pre-compiled programs and are divided into several types.
Introductory
The training is mixed and carried out at the time of hiring. The employee is informed not only about the rules of the database, but also information about labor protection. Instruction is obligatory for all specialists who will manage the vehicle, regardless of work experience and qualifications, which causes positive feedback from drivers.
Primary
The briefing is carried out at the workplace and is also considered mixed, as it includes not only the rules for safe operation of the vehicle, but also the general safety requirements at the workplace.
Repeated
It is subject to quarterly implementation and includes all information provided at the initial briefing. A similar event is positively noted by employees. They believe that it is very useful to repeat what was studied earlier, because much is gradually forgotten.
Pre-flight driver training on road safety
It is carried out in a number of cases:
- if the driver leaves for the planned route for the first time;
- transporting children;
- transportation of dangerous or bulky goods ;
- if the driver is transferred to another vehicle.
Seasonal
To be held twice a year. The topic of briefings is the features of transport management in the off-season and in difficult winter conditions. The comments of drivers about this event are only positive, because they understand how important it is in difficult situations not to get confused and know how to act.
Special
It is carried out in urgent cases when it is necessary to convey information to the personnel about changes in regulatory enactments regarding traffic safety, about the need to change the route of movement or about a “terrifying” accident on the road, about the threat of a possible terrorist act.
Information is not recorded in the journal about pre-trip instruction of drivers on road safety, a note is placed on it in the waybill.
Pre-flight briefing
The pre-flight briefing of drivers on road safety refers to the current one and is carried out by the official appointed responsible for such events. The following information must be entered into the program:
- what kind of road conditions on the route, dangerous places along the route;
- daily weather forecast;
- what properties does the cargo have when it comes to cargo transportation;
- what safety measures should be followed by the driver when transporting people;
- if there are specific conditions on the route, then how should the driver behave in emergency situations;
- mode of rest and nutrition;
- driver’s responsibility for the condition of the vehicle along the route;
- the procedure for stops and parking, what measures should be taken to preserve the cargo;
- the procedure for crossing railway crossings;
- what measures should be taken to safely conduct loading and unloading operations, how to properly secure the load;
- liability for unjustified deviation from the route.
Briefing on transporting children
In addition to general information, pre-flight briefing of drivers on road safety in the case of transportation of children should include the requirements of Decree of the Government of the Russian Federation No. 117 of 12/17/13. In particular, a vehicle that has been used for more than 10 years cannot be used to transport children. Cars must be equipped with GLONASS equipment and a tachograph. Be sure to set the sign "Transportation of children." In this case, you should include paragraphs in sample topics for driver training:
- features and rules of landing and planting children;
- a schedule of technical stops, for example, every 50 minutes, but no less than 100 km;
- stops for eating, every 3 or 5 hours;
- overnight stop.
The main thing is that you can not transport children from 11 pm to 6 am, only in extreme cases, for example, to move to the airport or train station. It is also possible to move the vehicle with an organized group of children at night, if there is a delay along the route and no more than 50 km are left until the end of the trip.
The customer, that is, a school or other children's institution that orders transportation services, may put forward separate requirements for drivers, vehicles, of course, within the framework of the current legislation. Such additional information is brought to the attention of the driver precisely on pre-flight instruction.
General requirements
A review of driver instructions provides a complete understanding that there are general requirements for road safety and labor protection. So, for example, people in a painful state and overwork are not allowed to drive a car. Before admission to the performance of official duties, the driver must undergo a medical examination. It is forbidden to use alcoholic beverages and drugs during the period of driving. If the driver is resting in the car, the engine must be turned off. Do not move around in places where car lanes are not installed. The driver must always carry a driver’s license, a waybill and be able to provide first aid.
It doesn’t matter what the instruction for drivers is called, introductory or pre-trip, the main purpose of each of them is to consolidate knowledge about safe driving methods, to bring information about the alleged danger and weather conditions.
