In the first degree, a moderately expressed dysfunction is observed. Moreover, a person is capable of working with a decrease in volume and qualifications, as well as its severity. There is the possibility of performing alternative types of work of lower complexity in standard conditions for the basic profession with a decrease in volume of not less than two times. The second degree of limitation of the ability to work is characterized by severe disorders of functions. At the same time, labor is carried out in specially created conditions, with the use of technical aids in specially equipped workplaces with the help of other persons. The duties of this service include the following areas:
- Establishment of factors of a personβs disability, clarification of the group, reasons, period and time of occurrence of such.
- The experts determine the degree of loss of professional disability by the patient as a percentage.
- The development and correction of an individual scheme for the rehabilitation of a citizen, including the establishment of the type, form, term and amount of rehabilitation measures, including a professional and social rehabilitation program.
- Determining the degree of need of injured persons as a result of an industrial accident.
- Development and correction of a rehabilitation program for disabled citizens and victims of work accidents or occupational diseases.
- Establishing the causes of death of persons with disabilities in cases in which legislation provides for the provision of families with deceased social support measures.
- Registration of citizens who live in the served territory and have passed the examination.
- Performing state statistical monitoring of the demographic composition of disabled citizens who live in the served territory.
- Carrying out the development of disability prevention programs and social protection of such a population.
- An explanation of the issues that arise in connection with the relevant examination to the persons who are being examined.
Direction to ITU
A medical organization sends a citizen to undergo this procedure after carrying out diagnostic, therapeutic and rehabilitation, and at the same time habilitation measures, provided that there is evidence that confirms a violation of the body's functions, which is caused by various diseases, defects and consequences of trauma.
Can a disabled person of 2 groups work?
The labor legislation that is in force in our country has been created in order to ensure equal rights and opportunities for all people. This allows itself to be realized in labor activity by such a group of citizens as disabled people. Currently, there are government programs that allow such people to adapt in real working conditions. Usually, when it comes to employment, this applies to groups such as persons with a third or second group of disabilities.
Pathology
A medical and social examination recognizes a person with a second group as an invalid who has the following pathologies that are characterized by a moderate severity during the examination:
- Disorder of body functions, the cause of which lies in physical inferiority.
- Speech impairment due to dysfunctions of voice formation or stuttering.
- Mental disorder.
- The defeat of the circulatory system or the respiratory system of the body.
- Sensory disorder, that is, a violation of the functions of the senses.
A certificate confirming disability is issued through ITU indicating the information about the category, and at the same time a conclusion on whether the person with the second group can even work. But today, even under the condition that the second group is legally recognized as working, namely, it assumes that the individual will be able to find a job with her, there is no legislative obligation to carry out official work for a person with disabilities. What kind of help is this?
Such assistance, as a rule, includes the provision of the payment of an appropriate pension along with a package of benefits for travel in transport, the purchase of medicines necessary for a sick person. Among other things, there is an additional opportunity to visit a spa treatment in combination with monthly cash payments from the Pension Fund of the Russian Federation. These measures also provide for regional subsidies in some regions of our country, and at a low income level, finances to pay for housing services.
But we have to admit that even the support provided to such citizens from the state is often not enough for a decent standard of living. And at the same time, many of them are forced to agree to working conditions that are not provided for and not suitable for their state of health.
