Every spring, as soon as warm weather sets in, unfortunately for motorists, the motorcycle season opens. Two-wheeled vehicles on the road appear in huge numbers. Motorcycles, mopeds, scooters scurry here and there, like insects awakening from winter sleep.

driving a motorcycle, then young children, often under the age of majority, are seated on scooters and mopeds. Do you need rights to a scooter, do

right to drive on roads?
In Russia, rights to scooters are not needed. That is why their number is growing steadily. The relatively low price is important for the acquisition of such a vehicle. In addition, the law does not restrict the management of this type of transport for minors starting at sixteen years old (and many get behind the wheel even earlier). Often, such unfortunate riders who are not even familiar with the simplest rules of the road create accidents on the roadway and endanger not only themselves, but also the lives of other road users. In addition, minors due to such a gap in the law are not responsible for anything.
Each motorcycle season of road accidents involving two-wheeled drivers does not become smaller. The trouble is that most teenagers are not able to adequately assess the traffic situation and cannot respond in time to a critical situation. Therefore, it is they who most often become participants in traffic accidents. So the question is - do you need rights to a scooter?
I must say that in addition to scooters on the roads there are also mopeds, the situation with them is no better. Since the scooter in the Rules of the road is equivalent to a moped, the question of whether the rights to a moped are needed no longer arises.
Deputies of the State Duma have already submitted a bill for consideration, and owners of motor vehicles on a scooter will still have to get the right, just like on a moped. It will be possible to get behind the wheel of this transport only from sixteen years. This law is already being prepared by the Russian traffic police. Also, scooters and mopeds will have to be insured and put numbers on them. Now in Russia, a tenth of road accidents occurs with the participation of scooters and mopeds, and all because the law has not been written for the owners of two-wheeled motor vehicles. Today, owners of scooters with an engine capacity of less than fifty cubic centimeters are equated with pedestrians. Even a drunken ride threatens them unless a sobering-up. In almost all countries of the European Union, law is an integral part of a scooter. Today, even in neighboring Ukraine, moped owners are equated with motorists. The question of whether the rights to a scooter or a moped are needed today can be answered unambiguously.
According to many, such measures are justified. Changes to the law had to be introduced a long time ago. Scooters and mopeds are becoming more and more popular with people, and many buy them as a full-fledged vehicle, and often even as the only one. In large cities, at rush hour, to get to school or work, you have to stand for hours in traffic jams, while a moped briskly slips among traffic jams.
No one asks whether car owners need rights. Drivers must also have all the necessary documents for a scooter and a moped, or, more precisely, for driving them, in order to be rightfully participants in traffic and to the same extent as motorists, to have rights and bear responsibility.
