The Department of Health of the Moscow Region is the central executive body that carries out executive activities in the field of health protection in Moscow and its region, as well as pursues state policy. He also coordinates the activities of other territorial and central executive bodies and carries out sectoral management.

The Department is guided by acts of the Government of Moscow, laws, the charter and, of course, the Constitution of the Russian Federation. The Moscow Region Health Department was created to implement Moscow’s health policy in the region.
The main tasks are:
- Implementation and development of systems of measures within its competence in protecting health, including the provision of medicinal and medical assistance to the population of the region and the organization of preventive measures.
- Respect for freedoms and human rights in the field of healthcare and state guarantees related to these rights, as well as ensuring the protection of citizens.
Credentials
The Department of Health of the Moscow Region exercises the following powers:
- on the liquidation, reorganization and creation of state healthcare institutions, as well as educational institutions of the state level of secondary vocational education;
- on the regulation of labor remuneration in the field of labor protection, including the determination of the procedure, conditions and amount of the implementation of cost payments to various municipal medical institutions at the expense of funds allocated from the federal budget for relevant purposes;
- to determine the regime of districts and borders of sanitary protection of health-improving health resorts and localities of regional importance;
- according to the recognition of territories as a health resort of regional importance.
What tasks does the Ministry set for itself?
The Moscow Region Health Department sets the following tasks:
- to support the provision of premises for families with a sick child with an infectious form of tuberculosis;
- cancel or introduce restrictive measures (i.e. quarantine) in the territory of Moscow and the region on the basis of instructions and proposals of the chief sanitary state doctor of the Moscow region, as well as his deputies;
- support healthcare investment projects;
- financially provide activities for the promotion, organization and development of blood donation and its components;
- to formulate budget expenditures on labor protection in terms of the provision of mandatory specialized assistance in oncological, narcological, anti-tuberculosis, dermatovenerological dispensaries and other medical organizations of the region.
The Department of Health is also responsible for:
- a draft territorial program to provide guaranteed necessary free assistance to Russian citizens, which includes compulsory medical insurance for the population;
- organization of training and retraining of pharmaceutical and medical workers, their certification;
- the provision of medicinal and medical assistance, the development of public health;
- identification of the main directions of health policy in Moscow and the region;
- preparation of draft normative, regulatory and legal acts in the prescribed manner, including the recognition of these acts and making the necessary changes to them.
Formation of a budgetary application for healthcare to include costs in the draft law
The Moscow Department of Health sets economic and medical standards in accordance with the basic federal standards for the provision of mainly medical care. The Ministry licenses activities related to the circulation of psychotropic and narcotic substances and drugs, and is engaged in pharmaceutical and medical activities. It also organizes private and municipal labor protection systems (except for activities related to the provision of medical care, always high-tech).
