General information

Section 2 of the Act mentioned above clarifies the concept under consideration. In particular, the organization’s fire safety declaration is a form of assessing the compliance of a facility with established standards. It includes a set of acts binding on the owner himself and the persons operating the building. The fire safety declaration of the facility contains information aimed at ensuring the health and life of individuals, as well as property located at the enterprise.

Necessary Activities

According to Art. 64 Federal Law No. 123, the owner of the facility must conduct an assessment:

  • Alleged damage due to fire. This analysis may be expressed as liability insurance.
  • Fire risk building.

Both of these events are reflected in a special form and are integral elements of the documentation. Fire risk assessment is carried out by an expert organization and is recorded in the appropriate conclusion. The estimated damage is determined by the owner independently. He may also attach a copy of the insurance policy to the documentation.

Building categories

The fire safety declaration is issued regarding the structures listed in Art. 64 Federal Law No. 123. In particular, they include buildings of class F 1.1, as well as those for which a state examination of design documents is prescribed. Institutions requiring a fire safety declaration:

  • Schools, preschool educational institutions and other educational institutions.
  • Hospitals.
  • Dormitory buildings of boarding schools.
  • Specialized homes for the disabled and elderly.

The fire safety declaration is also drawn up for industrial facilities for industrial and agricultural purposes. These include, in particular, warehouses, energy facilities, communications, transport and other enterprises.

Fire Safety Declaration: Technical Requirements

The documentation should:

  1. Include fire hazard analysis and calculation of probable damage to other persons due to fire.
  2. To apply for the entire building in full or on its individual elements (buildings, structures, premises).
  3. Compiled and submitted to the supervisor directly to the owner of the object or to the person to whom it belongs by right of lifetime inheritance, households. reference or operational management.
  4. It is presented in the order of notification to the fire control service before putting the structure into operation.
  5. To be refined or compiled anew when changing the requirements of the technical regulations or the data contained in the documentation. Corrections made must be recorded in due order.
  6. It is compiled by the developer or by the person preparing the design documentation, if the structure is only being designed.

The declaration form is established by law. Owner does not have the right to change it. A declaration is made in 2 copies, which must be signed by the owner of the structure. Documentation is sent to the territorial department of the Ministry of Emergencies and Civil Defense.

The fire declaration must include information such as:

  1. The name of the enterprise, its legal category.
  2. The actual address of the organization where the risk assessment will be carried out.
  3. Acts of deviations from the norm.
  4. Information about the purpose of the institution and its elements for which documentation is being developed.
  5. Information about the staff of the enterprise.
  6. Information about the maximum quantity and types of substances available in the construction and used in production.
  7. Features of the process, the specifics of production, fire safety operations.
  8. Information about the land plot on which the building is located.
  9. The BTI plan for all buildings for which a declaration is made, with a list of technical, qualitative and quantitative features.
  10. Information about the climate of the region where the company is located.
  11. The main features of buildings of an architectural, constructive and space-planning nature.
  12. The specifics of the engineering equipment in the building, regarding which documentation is being developed. This section describes the location of water and electricity, gas pipelines, ventilation, lightning rods and so on.
  13. Information on the availability and serviceability of the refinery, contracts for servicing devices.
  14. Information about the state of primary extinguishing agents.
  15. Information about the work on the territory of the enterprise of special units and groups providing fire safety.
  16. Information about the presence of water reservoirs or natural reservoirs near the building.
  17. Local safety acts.
  18. Data on personnel passing targeted and other fire safety briefings.

Tasks of the authorized body

The department of the Ministry of Emergency Situations keeps record of declarations on paper and in electronic form. Authorized persons make the necessary adjustments to the list, enter data on declarations within 1 business day from the date the documentation was assigned a registration number. EMERCOM employees carry out verification of the correctness of the filling of papers. In the absence of inconsistencies with the established requirements, the declaration shall be registered by entering the necessary information into the list. If there are any shortcomings, the documentation is returned to the owner with a reasoned reason for rejection. Not later than 3 days from the date the number declaration was assigned, one copy is sent to the owner of the structure, the other remains in the department of the Ministry of Emergencies.

Registration number

It is assigned to each accepted declaration. The structure of the number is divided into three parts. The first consists of the digital value of the locality and the code of the region of the Russian Federation on whose territory the structure is located. The second part is the serial number of the documentation. The last digits indicate the code of the control case.

Fire Safety Declaration: Validity

The period during which the documentation is valid will depend on the scheme of its compilation and the declared products. The law defines a maximum period of 5 years. It can be installed using the 4d circuit. Documentation may be issued for a limited volume of products. In such situations, its validity is not indicated - papers are recognized as disposable. When using the declaration schemes 2d or 1d, it is allowed to set a period of not more than a year. If form 3D is used, then the validity period is no more than 3 years. The company's products may be in great demand, or the management does not plan to produce other products other than those that it already produces. In these cases, experts recommend filing documentation for the maximum period permitted by law. If the enterprise does not have confidence in stable mass production, then it is more advisable to draw up a declaration for a period not exceeding one year.
