In every self-respecting company (not to mention organizations that have electrical installations with a voltage of more than 1000 V on their balance sheet), there is always a person responsible for the electrical industry. It is on him that almost all the responsibility for what happens with electrical equipment and electrical networks lies. If any violations are detected (large or not very large), specialists of this profile can be brought to disciplinary, administrative or even criminal liability. Agree, this is serious. Therefore, think a hundred times before agreeing to this position and heading to the appropriate organization in order to obtain an electrical safety certificate.
Important! In the event of a serious violation related to the electrical industry, responsibility is borne not only by the specialist, but also by the head of the organization (and, above all). That is, to shift the burden of responsibility on the shoulders of one person does not work.
New Design Electrical Safety Certificate
What is the difference between a document confirming electric start, a new sample from an old one, and what is the reason for all this hype? On October 19, 2016, the Ministry of Labor of Russia issued Order No. 74. According to it, changes to the certificate for electrical safety (a sample of it is presented below) touched on the following points:
- Document form slightly updated.
- The certificate represents 8 inserts (the old sample included only 2).
- There is a place for photography.
On a note! If an employee changes his place of work, that is, transfers from one company to another, then the certificate previously issued becomes invalid. And he will have to undergo an extraordinary certification, confirming (or not) the availability of knowledge in matters of electrical safety.
- The changes affected the duties of the employee, who on an ongoing basis should have a document with him and present it upon request.
- When filling out the form of an electrical safety certificate, you should pay attention to the following moment: “Signature of the chairman of the commission” in the new sample is replaced by “Signature of the chairman of the commission for testing knowledge” (although, in fact, the meaning has not changed).
- Significantly expanded the circle of persons who are required to undergo certification.
Changes affecting the contents of identity pages
The direct content of the pages of the supplemented and revised identity has changed a bit:
- The document number should be affixed on the first page (as a rule, it corresponds to the serial number indicated in the logbook for checking the knowledge of electrical safety); the date the certificate was issued; photograph of the specialist and the seal of the company for which this responsible person works.
- On the second page - the full name of the person to whom the “crusts” were issued; his position; belonging to a specific group of personnel; signature of the head and seal of the organization.
- On the third page are presented: date of certification; A group assigned as a result of a knowledge test; Signature of Inspector Rostekhnadzor.
- Filling in the fourth, fifth and sixth pages is mandatory only for organizations that have power plants on their balance sheets.
- The seventh page presents the results of knowledge testing in matters of industrial safety.
- The eighth page reflects the results of a knowledge test that gives admission to special works.
Despite the fact that the number of pages of the document has increased, filling out a certificate for electrical safety does not present any difficulties.
Is an old-style certificate valid or not?
Many are interested in the question, in connection with the Order on a new certificate, what to do with an old-style document? Should I change it urgently? Rostekhnadzor experts explained that there is no need to rush to replace the old certificate with a new one. This can be done during a routine examination of employee knowledge.
But if you are eager to be the owner of a new type of certificate, then you should contact the certification center, where an unscheduled test of knowledge will be carried out and a new document will be issued filling out the form of certificate for electrical safety
On a note! This rule does not apply to ATP (administrative and technical personnel). In accordance with the order, workers belonging to this category should be instructed (in an unscheduled manner). The results should be recorded in the logbook.
Electrical Safety Assignment Procedure
First of all, the manager must receive verbal confirmation from the employee of his full consent to deal with electrical safety issues. Further, the "boss" signs an order for his appointment, and only after that the specialist with full knowledge of the matter and all responsibility takes up his duties. Yes, it is worth noting that the availability of an electrical safety certificate is mandatory (no one canceled it).
Why is it necessary to issue a separate order on the appointment of a person responsible for the electrical industry? Perhaps verbal consent is enough? You are mistaken. The order is necessary for presentation to regulatory authorities: the Fire Safety Service, Rostekhnadzor and others of this kind. They will check everything (including documentation and the availability of an electrical safety certificate).
Qualifications and Professional Skills of an Electrical Safety Specialist
The person responsible for the electric power of the company is essentially the employer's right hand. Therefore, when appointing him to this position, one must be guided not only by his professional skills, but also by a certain grip, potential, and also the ability to react quickly in any emergency situation.
It is not enough to be satisfied only with the availability of an electrical safety certificate. It is necessary to select a worthy employee from among engineers (engineering and technical personnel) who have higher or secondary technical education, the duration of work in the company of which is at least 3 years.
Why do I need to get a certificate?
The specialist responsible for electrical systems and equipment must undergo special training, which will allow him to exclude the possibility of any miscalculations in service and prevent situations leading to not only material damage, but also to the health and life threat of the organization’s employees.
At the end of a special training, the employee in charge of the electrical industry receives a certificate, which is confirmation that he has fully completed the training and can begin to fulfill his duties.
Important! When sending an employee to a particular training center, you must be sure that he is okay with permits, that is, the training procedure is fully consistent with Rostekhnadzor. It is also worth asking for feedback on the work of the center.
How long is the certificate issued?
The document is issued for a period of one year, after which it is necessary to undergo another certification. It is she who must confirm professional suitability. As a result of successful certification, a new certificate for electrical safety is issued.
The document is issued to specialists who have certain (second to fifth) tolerance groups that are assigned directly to the enterprise. The group is determined by the amount of work that the employee performs.
Classification of electrical personnel
The entire staff of the organization, which has on its balance sheet electrical installations with voltages greater than 1000 V, is divided into the following qualification groups (depending on what functions are assigned to each):
- ATP (administrative and technical personnel). They are engaged in the organization of technical and operational maintenance of electrical installations, as well as their installation, commissioning and repair.
- OP (operational staff). Carry out the preparation of the workplace, inspection, operational connection and monitoring of ongoing work.
- PIU (operational and repair personnel). The functions include the operational maintenance of electrical installations.
- RP (repair staff). Installation, commissioning, repair, testing and maintenance of electrical equipment (technical).
- EP (electrical personnel). They use electric machines (manual), electric tools (portable), electric welding, electrolysis.
Electrical safety approval groups
The Ministry of Labor has Order No. 328 (dated July 24, 2013), which regulates the qualification groups for electrical safety:
- First one. It is not assigned to electrical personnel, that is, it does not have very deep knowledge in matters of electrical safety. They are strictly forbidden to approach high-voltage installations or to repair them. Training is a briefing directly at the workplace.
- The second one. The Commission assigns this group to non-electrical personnel, that is, having minimal knowledge about the operation and arrangement of electrical appliances (for example, electric fitters, electricians, electricians, or electric welders). The training process includes practical exercises on providing first aid to people affected by current.
- The third. Assigned to electrical personnel (for example, electric fitters, electricians, or engineers) who have fairly extensive knowledge of electrical engineering. Their functions include connecting, disconnecting and inspecting electrical installations up to 1000 V.
- Fourth. This group has electrical engineers serving electrical installations with voltages greater than 1000 V.
- Fifth. The highest category that is assigned to electrical personnel. Specialists of this group have a highly specialized education. They carry out general management of work related to electrical installations.
As a result of the knowledge test, the qualification commission determines the admission, and on the basis of it, the certificate is issued for the electrical safety group. The issuance of the document is made exclusively to the company, indicating the exact name of the specialist position.
