Types of briefings

According to article 212 of the Labor Code of our country, one of the most important obligations of an employer is to teach employees of the organization safe techniques and methods for performing work (including providing first aid to victims of work) and conducting briefings. Also, the employer is obliged to organize an internship at the employee’s workplace, as well as checking his knowledge of OT requirements. The types of briefings that the employer is required to organize and the employee is entitled to receive are listed in section 7 of GOST 12.0.004, which was approved in 1990. This regulatory document was introduced in the second half of 1991, and in 2010 it was reissued without any changes.

All types of safety briefings are divided by their time and nature. There are five in total, each is required, not one of them can cancel or replace the other. As a rule, they should be known and correctly listed not only by employees of the OT service of the organization or managers of different levels, but also by each employee, since this question is contained in tickets for testing knowledge of OT requirements for any category of people working in the organization (worker, specialist, employee or leader). Therefore, the response should contain information about the briefings:

  • introductory;
  • primary;
  • reuse;
  • unscheduled;
  • target.

All types of instructions on labor protection are described in the instructions developed by the organization, which should have the following name "On the procedure for briefing, training, knowledge testing and certification on occupational safety and health at workers (the name of the organization is indicated below)." At any enterprise, company, company, corporation, institution, and so on, a procedure is established for the development and updating of this document, as well as for familiarizing each employee with it. Thus, ensuring a continuous and multi-level nature of training, the employer not only fulfills some of the requirements for occupational health and safety that are set out in the Labor Code, but also informally reduces the risks of work-related injuries caused by non-compliance with current norms and rules.

It’s not enough to list all types of briefings when testing knowledge of OT. It is necessary to have an idea what the examiner should say about each of them? First of all, where, with what frequency and who should conduct them.

Introductory - once upon admission to work or practice. For this, labor protection specialists, employees of the Ministry of Emergency Situations (from the side of the fire and gas rescue service) and a medical institution are involved. A note should be made about it in a special journal of the service FROM the organization, in the Order on hiring and in the Personal book or card on labor protection of the employee.

Primary - by the head of the unit at the workplace on the first working day. When transferring within the organization to another structural unit or changing the position and profession, it is mandatory. A record of it is entered in the personal book on labor protection.

The remaining types of briefings are conducted by the immediate supervisor, only the frequency and purpose of which are different.

Repeated - the first time exactly six months after the first exam to test knowledge of OT, then at least once every six months. It is allowed to conduct it individually with each employee or group. A record of him is made in a special journal.

Unscheduled - when changing regulatory documents (mandatory for a specific position or workplace). Also, in the event of a long interruption in work (more than a month), in case of violation of the OT rules, at the request of supervisory authorities or when making changes to the technological process. A record of him is made in a special journal.

Target - before performing work that is not characteristic of a given position or profession with registration in a special journal.

Such types of briefings as primary, introductory or repeated are conducted according to programs that are specially developed and approved by the organization. The volume of target and unscheduled is determined for each specific case.
