Timely acquaintance with changes in traffic rules will save you from trouble. Most of the changes affected the technical inspection of the vehicle and violations of the rules of the road. What are the corrections and the punishment for their violation?
January changes
In 2018, changes and amendments came into effect on fuel excise taxes, penalties, registration of TCP, and so on. We consider in detail each item.
Basic edits
Changes in traffic rules from January 2018 will affect fuel, more precisely, its prices. Starting this month, the cost of gasoline and diesel will rise by fifty or sixty kopecks. At the beginning of summer, fuel excise taxes will increase another fifty kopecks a second time.

All this can be done in a mobile application called "People's Inspector". The pioneers of the program were the Moscow region and Tatarstan, and now the innovation will not bypass the other regions of Russia.
Under this program, traffic police inspectors will be able to fine drivers of vehicles without a protocol. In this case, there must be a video recording of the violation.
Insurance
Official changes in traffic rules also affected car insurance. Improvements have been made, and many of them have pleased car owners. First of all, the form of CTP is changing. Now a QR code has appeared, which is located in the upper right corner. This code allows informing via Internet services. This makes it possible to find out the following:
- name of the insurance company;
- details of the policy (number, series and date of registration of insurance);
- beginning and exit of the period of use of the vehicle during the course of compulsory motor third-party liability insurance;
- vehicle owner data;
- car model and make, license plates;
- information about people who can drive a car.
All of these actions are designed to minimize fake insurance policies.
Cooling period
Changes in the traffic rules affected the payment of compulsory motor third-party liability insurance. The concept itself means that the driver of the vehicle has the right to refuse assistance that he does not need. So, this term of refusal will increase from five days to two weeks.
Insurance price
Changes in traffic rules in 2018 include the removal of restrictions for insurers aimed at the Central Bank. As a result, changes will be very important. The main difference is that insurance organizations themselves now calculate ratios that affect the cost of the insurance policy.
The document is entitled "Proposal for the transition of free education of OSAGO tariffs". The Union of Russian Insurers has already approved this proposal and is now awaiting a response from the Central Bank. The Union of Insurers also proposes that the Central Bank set the changes in the SDA, namely, in the formation of the cost of the insurance policy, but only the basic price for cars used by individuals. The final price is now formed only by insurance companies by regulating the size of the coefficients.
Liberalization can take place in several ways.

- coefficient on the territory;
- age coefficient and length of service;
- car power factor;
- by the number of persons who are allowed to drive a vehicle;
- coefficient of trailer availability.
The second development option is when insurance companies regulate only four factors out of five. In the future 2020, the Central Bank will completely cease to control the formation of prices for compulsory motor third-party liability insurance; insurance companies themselves will do this. Forecasting the benefits or harms of such changes is impossible.
GLONASS
Changes in traffic rules in 2018 do not always suit car owners. One of these - the GLONASS system will now forward all data on road traffic accidents to the OSAGO system. In the Moscow and Leningrad regions, an experiment is currently underway when traffic accidents are resolved by drawing up a European protocol. In these areas, the maximum amount that can be paid under such a protocol is four hundred thousand rubles. The results of the experiment can be observed only after a year or two.
Taxi service
A change in the SDA from January 2018 applies to transportation service employees. For taxi and bus services, there is a special insurance called OSGOP. And edits affected this insurance as well. The bill was adopted in 2013 and according to it, the services that transport people should, among other things, insure obligations to the passenger. The maximum payment for OSAGO will be no more than two million rubles, when for OSAGO the maximum amount is five hundred thousand. According to the OSGOP, it is possible to recover damages to baggage in the maximum amount of 23 thousand with checks in hand. When a check document is missing, the refund is reduced to eleven thousand.
Dispatchers and integrators
The problem is that at the moment, in any incident, neither the taxi driver himself nor the dispatcher bear any responsibility. Why it happens? When calling a taxi via the Internet or the application, the passenger relies on the reliability of the driver, because it seems to him that the person is working in a large organization. But often a car is rented by a taxi fleet, and the driver does not own the car. In such a situation, the insurance policy and the health status of the taxi driver are not checked.
According to changes in the SDA from January 2018, all actions of taxi fleets, dispatchers and taxi drivers are subject to regulations. Now, a clear division of responsibility for the actions taken in case of offenses of each person has been carried out.
School buses
With changes in the SDA, from January 2018, a ban on the use of school buses that have been in operation for more than ten years has been introduced. Buses must comply with the design and purpose for transporting people. The vehicle must be equipped with a tachometer and a GLONASS navigator. If earlier the adoption of these amendments was postponed, then in January they have already entered into force.
Daily checks
Changes in traffic rules from January 2018 will also affect regular drivers. In particular, now a medical examination is required both before and after the flight. In the near future, inspections will be carried out through broadcasting, and the results will be recorded only in electronic form. The algorithm of actions of the Ministry of Health of the Russian Federation is still approving. Euro 5
Changes will affect SUVs, trucks and buses. Specifically, the rules of the environmental standard are becoming more categorical. These rules are spelled out in the technical regulations of the Customs Union. The requirements of Euro 5 began to operate in January this year. Accordingly, in our country it is forbidden to produce technical equipment with requirements lower than Euro-5.
Disposal fees
Recycling fees for cars and trucks have already increased. The estimated rate of increase of fifteen percent has been confirmed. Truck tractors are taxed with a maximum amount. For example, the price of up to five hundred ten thousand rubles can rise on a tractor with a mass of up to twenty tons. For tractors, the mass of which does not exceed fifty tons, the amount rises to a million. The collection for dump trucks will increase by twenty percent, for concrete mixers - up to twenty percent. If you calculate the average value, then for freight vehicles - seventeen percent, and for passenger vehicles - fifteen.
Amnesty tax
The State Duma adopted a bill to write off shortfalls in transport taxes, as well as penalties and fines, which have not been paid back since January 2017. For such an amnesty, no documents confirming the grounds are needed.
Preferential car loans
Since the winter of this year, programs such as Family Car and First Car began to work again. Under these government programs, you can return the down payment of ten percent of the price of the purchased car. The program applies only to vehicles that cost no more than one and a half million rubles.
Name of roads
Since the New Year in our country, the numbering of roads and highways has changed. Such a reform was carried out for a more understandable classification according to the degree of significance:
- M is a federal highway that connects Moscow and the capitals of other countries. And also it connects the capital of our country with regional administrative centers.
- "P" is a highway of regional or federal significance. This road connects the regional centers.
- βAβ is a highway of federal or regional significance. Such roads may have access to ports, railway crossings or airports. You cannot get to Moscow along this road.
Renaming routes does not make any changes to tickets in the 2018 traffic rules.
Car plate numbers
Changes to car numbers associated with the region were made in December 2017. They contain a list of codes with which the vehicles indicate the region. After the New Year in the traffic police, you can get a number with a completely different region code.
Such a measure is justified by the shortage in some regions of a series of autonomy. Now, regional codes on autonomies have generally lost their meaning.
Transportation of children
As for the collective transportation of children, the buses transporting them must be equipped with an orange or yellow flashing light . This beacon should work while driving. With changes in traffic rules of category D, it is now only allowed to transport an organized group of children. Experience with this category can be at least a year.
Special parking spots
Since this year, it has been officially approved that ten percent of parking spaces should be reserved for disabled people. This law was personally approved by Vladimir Vladimirovich Putin. Such parking spaces can only be occupied by disabled drivers or people transporting them. Any other drivers are strictly forbidden to get there. To use preferential parking spaces, the vehicle must be equipped with the "Disabled" identification mark. This is not an amendment to the SDA tickets in the traffic police.
Cigarette butts from the window
Dmitry Anatolyevich Medvedev signed a decree banning the ejection of cigarette butts from car windows. The following sanctions will be imposed on the violator:
- for citizens a fine of two or three thousand or a warning;
- officials are fined a maximum of fifteen thousand;
- for individual entrepreneurs, fines are levied up to thirty thousand;
- legal entities are fined from 150 to 200 thousand rubles.
