In Moscow, the largest number of emergency buildings are in the central areas of the city. As such, housing can only be recognized by an interdepartmental commission in cases where it really cannot be restored and threatens the safety of people due to their own deterioration or damage. The commission may also recognize buildings as emergency if they are not able to ensure compliance with proper hygiene standards and sanitary and epidemiological requirements.
Emergency housing is subject (by law) within 48 hours to the resettlement of residents and subsequent demolition. Moreover, its repair is carried out only in exceptional cases. However, in practice, such buildings are often recognized as simply decrepit, and sometimes even satisfying living standards.

Emergency housing in our country is not uncommon. All buildings recognized as such require the immediate resettlement of residents, repair or demolition of the structure. What guarantees do immigrants from such houses give? According to the norms, a person should receive a new apartment, no less than the old one, in the number of square meters. Also, as far as possible, housing should be provided near the area of old residence. But if we are talking about the central regions of Moscow, this can be done in practice in very rare cases. In addition, the emergency housing fund is increasing annually, which makes the resettlement of all its residents in new apartments completely dubious. Now the share of emergency and dilapidated housing stock in Russia is 60%. Such a volume cannot be replenished by any construction. Therefore, emergency housing (resettlement from such a fund) remains the problem of the capital.
The Moscow government approved the Housing program for 2012-2016. According to it, 2.5 million square meters will be built in the capital every year. housing. Thanks to this, it is planned to resolve issues with the resettlement of citizens. It is expected that over a given period of time 89.5 thousand families will be able to improve the conditions. At the same time, work will continue on overhauling the premises and creating a fund for resettlement, which will reduce the percentage of wear to 45%.
