Utilization fee helps save the environment

Residents of many settlements and cities of Russia often complain about the formation of natural dumps, which spread unpleasant odors and, often, are a source of toxic substances. Our country is far from Japan, where garbage is processed at a high quality level, freeing nature from its presence. However, in July 2012, a legislative act was adopted (Federal Law No. 128) containing a definition of such a thing as a disposal charge.

This collection was introduced to maintain environmental safety, which has long been a very fashionable phenomenon, for example, in Europe. Here, for the disposal of the car you need to pay about 100 euros already when buying a car. And in Switzerland, funds for the disposal of batteries and batteries are also collected during their implementation.

The car recycling charge in modern Russia first appeared as part of the car recycling program in force in the country in 2010-2011. During this period, the owner of the old car could bring the car to dealers, pay 3,000 for disposal and receive a discount of 50,000 rubles for a new car of a certain brand. The recycling fee that is being collected on the territory of the Russian Federation today is paid by those who import cars into the country, those who manufacture them, as well as those who bought the car from people who did not pay this fee in accordance with the law.

The procedure for paying the fee is diverse. Importers of cars can pay the required amount directly at customs or subsequently at the bank. Russian car manufacturers do not make contributions for this collection, however, they submit an application to the Ministry of Industry and Trade about their readiness to safely dispose of the car after the end of its service life. Experts believe that the recycling fee for foreign cars was introduced, including as part of the protectionist measures of the government against the domestic auto industry.

When making a collection, such parameters are required as:

  • VIN machines;
  • model;
  • mark;
  • Release date;
  • engine displacement (working);
  • vehicle category;
  • engine number and model;
  • engine's type;
  • gross vehicle weight in tons;
  • Name, passport data, payer's TIN;
  • number of the customs declaration (if any).

The recycling fee is paid at the established base rate, adjusted for a coefficient that is set for a particular group of machines (established by Decree No. 870 of 30/08 \ 2012).

A number of persons are exempted from paying the fee, including:

  • migrants and refugees importing cars as personal property;
  • diplomatic missions, consulates importing under certain conditions;
  • persons importing cars from the territory of the countries of the Customs Union;
  • persons importing cars of a certain configuration, manufactured more than 30 years ago for non-commercial purposes;
  • persons who import cars specified in a certain part of Law 16- dated 10/01/2006 (on the economic zone in Kaliningrad).

It is assumed that the recycling fee, together with other measures, will help to make the country cleaner and ensure a good environmental situation for the future generation.
