The use of military units and units, as well as formations in war and armed conflicts, should be clearly regulated by the published combat documents. The main one is the Battle Charter, which defines all the necessary aspects and gives an interpretation of the concepts and terms used, considers the management of units (units and formations), various types of actions, organization of support, including a number of points that require a common understanding and execution.
In troops with highly specialized tasks, their analogues operate. So, for example, there is a Combat Charter of the Airborne Forces, which sets out provisions for preparing for landing, landing and conducting combined-arms operations directly in the enemy rear with parachute and airborne assault units, interaction with various branches of the armed forces. Similar documents exist in other branches of the Armed Forces, related to other power structures, and not just directly subordinate to the Ministry of Defense.
Let us take a closer look at the Combat Charter of the Armed Forces of the Russian Federation for the preparation and implementation of combined arms combat in the tactical level (battalion, company). This document was enacted by order of the Commander-in-Chief of the Ground Forces - Deputy Defense Ministry of the Russian Federation No. 130 and dated August 31, 2004.
He gives a definition of what constitutes a given type of military operations, the basics of the use and fire destruction of opposing forces. The system of organization of command and control of units, the principles of work of commanders and staffs, as well as the procedure for interaction with units, formations and command and control bodies of other Russian troops are explained.

The combat charter determines the defensive and offensive tactics of actions, the conduct of the oncoming battle. For the first time, questions and techniques have been included on opposing the enemy in the environment and getting out of it, the use of military units in conflicts that arose in the border or internal regions of the country. Traditionally included the order of the march and the movement of troops, the organization of location on the spot and the security system. Taking into account the realities of the present, the new interpretation considers comprehensive support, which includes elements of its warhead (reconnaissance, security, electronic warfare, tactical camouflage, engineering issues, protection against weapons of mass destruction), moral, psychological, technical and rear aspects.
Thus, the Combat Regulations, even for a brief review of the content, makes it possible to clarify for oneself the depth and comprehensiveness of the measures necessary to solve that require accurate and complete implementation during the use of troops. This applies not only to combat operations carried out using conventional means of destruction, but also when striking with nuclear and other types of WMD.
The combat charter is not a document requiring dogmatic implementation, its provisions give principles and foundations that allow developing tactical techniques and methods of action that are most appropriate in the current situation. It should be applied in accordance with the situation, and the commander should creatively solve the tasks assigned to him.
