According to labor law, each company must issue occupational health and safety (IOT) instructions for each type of work. The head of the organization approves these documents, and the head of the unit, whose subordinates perform certain works that require compliance with safety requirements, must develop it. At the same time, it is important to familiarize yourself with the approved documents of employees to whose workplaces or tools these documents are attached.
The presence of IOT is strictly checked by representatives of the Labor Inspectorate during scheduled inspections. In the event of an accident, the inspector first of all requests the IOT for the workplace where the victim worked.

Occupational health and safety instructions are an important local document at every enterprise. Properly written instructions guarantee not only a reduction in the likelihood of injury, but also protection of workers from factors that can trigger the development of an occupational disease.
Also, the ability to act in emergency situations allows not only to protect the life and health of employees, but also to preserve the employer's property as much as possible.
Development and approval procedure
In the regulatory framework of the Russian Federation there are special recommendations for those who are faced with writing such local documents.
The development of each instruction on labor protection and safety is based on the use of several documents:
- job description;
- safety rules for a specific type of work or field of production;
- typical industry or intersectoral instructions;
- rules for issuing soaps and creams;
- operational documentation for the equipment;
- rules for issuing remedies;
- technological maps.
Development begins with the signing of the order, where the responsible persons are indicated.
Responsible persons on the basis of the above documents make up a draft version of the future instructions with comments and questions. After writing the instructions for labor protection and safety are sent for initial approval with a specialist in labor protection. Then, if necessary, the heads of departments make the necessary adjustments. Secondary coordination is carried out with representatives of the union, if any.
Check the relevance of the instructions for labor protection and safety should be planned every 5 years. Outside of the plan, a review is conducted subject to:
- changes in regulatory documents of the Russian Federation;
- changing working conditions (the appearance of new equipment, new job responsibilities);
- workplace accidents;
- requirements of representatives of the Labor Inspectorate.
If nothing has changed in 5 years, then the revision is to issue a renewal document.
