What is it?
Next, we will consider in detail how to flash a home book. But what is it? Russian housing and civil legislation does not give a clear answer to this question.
Information about this document can only be found in the Order of the FMS No. 288 (2012). This act approved the Regulation on the provision of services for state registration of citizens at the place of their stay or residence. In particular, it introduces the obligation for owners of private residential premises to keep and store documents reflecting information about this registration. All papers must be in book form.
This obligation is introduced in relation to homeowners only if it has not been taken over by the management company - UK, Housing Office, Homeowners Association. Home (or apartment) books are kept for each separate residential isolated room - a room, an apartment, a part of a house, a private house, etc.
The house book (how to flash a document, we will consider further) is an act of an established form. Its main purpose is to register people living in residential premises. Accordingly, the document contains data on the owners of residential real estate and all persons registered in it.
Why do I need a document?
The house book is the most important act necessary for conducting various real estate operations. It may be needed in the following situations:
- When replacing a passport with a citizen. The house book will confirm the fact of its permanent registration.
- When the homeowner provides temporary registration to a third party.
- When de-registering a citizen.
- If the landlord wishes to register in his apartment, the house of a foreign citizen who is applying for a residence permit. In this case, the home book will act as a documentary assurance that the foreigner has lived in the Russian Federation for a certain period of time. And such a fact already gives him the right to apply for a residence permit.
- Registration by foreign citizens of Russian citizenship. The information in the house book confirms the official residence of a foreigner in the Russian Federation. This is one of the conditions for obtaining Russian citizenship.
- The document is required for registration / deregistration of both permanent and temporary residents.
- An extract from the house book is an official confirmation of the presence / absence of a residence permit from citizens.
- Determining the number of residents in an apartment, house, which is necessary when concluding transactions, drawing up benefits, etc.
What does the document look like?
The house book (how to flash it, you will find out later) looks like an A4 format magazine. But not every such collection is suitable for entering information about residents. The journal must comply with the form established by the order of the FMS - No. 11.
The content of the document is as follows:
- Title page. The address of the house or other type of housing in which Russian and foreign citizens are registered.
- Section with information about past and present residents.
- Section with information about citizens registered in this residential building. Both over 18 years old, and minors.
Information about each citizen is entered into the house book according to the following algorithm:
- Surname, name and patronymic (if any).
- Date of birth of a citizen.
- Mark on registration on military records.
- Information from an identity document of a citizen.
- Marks on registration / deregistration.

The fact is that BTI employees (they are authorized to fill out this document) require homeowners to bring them a finished home book. Accordingly, it must be numbered and stitched in accordance with the requirements of Russian law.

Firmware algorithm

- On the left side of the cover sheet, make two holes with an awl at a distance of 3 cm from each other. Focus on the middle of the sheet. The holes should be at approximately equal distances from it.
- Holes are made in the clean margins of the document. Check all sheets of the house book to avoid making holes in areas of paper filled with text.
- Pass the thread through one of the holes, bringing it to the title page of the document.
- Pass the thread through the holes several times. Finish the procedure when the thread tightly binds, locks the pages of the document.
- Last time, bring the thread to the last sheet of the house book.
- Tie this end with a tight knot to the other.
- Stick on the knot using paper glue prepared paper sticker.
- Put the required cover lettering on the paper.
- Further, the sticker should be certified by officials of the authorized state organization where you will hand over the book for verification. Make sure that the stamp affixed to them extends to the edges of the sticker.
Inscription
When inscribing a sticker, do not forget about the following:
- The ends of the thread must peer out from under the sticker.
- Caption: "Stitched, numbered, certified ___ (_____) sheet__".
- The signature of the head and the impression of the seal capture the page on which the sticker is pasted.
- The date of certification of the sticker must be indicated.
- The inscriptions are applied after the glue has completely dried.
Official Mark
