Electrotechnological personnel: meaning and definition

From among specialists and managers at enterprises operating electrical installations, a person responsible for electrical safety is appointed. Electrotechnological personnel are required to report to them for ongoing safety and health measures. If the enterprise provides for the position of Ch. energy, responsibilities of the responsible person are usually assigned to him. The appointment of an employee and his deputy is carried out after checking their knowledge, assigning the appropriate tolerance group: in installations with a voltage of more than 1000 V - V, and up to 1000 V - IV.

Responsibilities of the responsible person

The designated entity must:

1. To develop and maintain the necessary documentation on issues relating to the operation of plants.
2. Ensure safety during any type of work.
3. To control the availability, timeliness of inspections and tests of the tool, fire extinguishing means and protection.

Categories of workers

All employees in the enterprise are divided into electrical and electrotechnological personnel . A separate category is workers whose activities are, as a rule, not related to the direct operation of plants. If they perform actions in which there is a possibility of electric shock, they are assigned 1 g. electrical safety. A record of this is entered in the journal of the established form. However, such employees do not receive a certificate. Assignment of 1 gr. carried out after briefing. It ends with a test of knowledge through an oral survey. Frequency of assignment 1 gr. - at least 1 p. / Year.

Electrotechnological staff

Workers in this category have a number of characteristics. First of all, employees are included in the electrotechnological staff , for whom electric energy acts as a key component of the processes controlled by them. Their activities, for example, may be related to electric welding, electrolysis, the operation of electric arc furnaces, etc. The list of electrotechnological personnel also includes employees using portable electric tools, electric hand machines, lamps and other workers for whom knowledge of POT established in the job description. Employees who do not belong to the energy department of the enterprise, having II gr. and higher, obey him. Moreover, in their duties and rights they are equated with electrical personnel.

Additionally

The electrotechnical staff includes:

1. Administrative and technical workers. These include managers and specialists performing duties associated with operational and technical maintenance, the implementation of commissioning, repair and installation activities in installations.
2. Operational staff. These workers carry out routine maintenance and plant management. Their responsibilities, in particular, include inspection, job preparation, operational switching, access, supervision of other personnel, and performance of tasks within the framework of the current operation of the equipment.
3. Operative and repair workers. These employees are specially trained to service the installations assigned to them.
4. Repair workers. These employees provide maintenance, installation, testing, commissioning of equipment.
   

Training of electrotechnical, electrotechnological personnel

Requirements for testing knowledge, the duration of briefings are presented depending on the classification of workers in a particular category. Before the electrotechnological personnel will be assigned to independent work or transferred to another site (position) associated with the operation of the installations, he must undergo appropriate training in his place. A similar rule applies in case of interruption in activity for a period of more than 1 year.

Specificity of briefings

Electrotechnological staff passes:

1. Briefing: primary, introductory - at the workplace, repeated, target, unscheduled on health and safety.
2. Preparation for a new profession / position with on-site training. The duration of such an internship is 2-14 shifts.
3. Testing of knowledge of norms, rules for protection (PTE, POT, PUE), PB and other documents to the extent necessary for the position.
4. Duplication of 2-12 shifts.
5. Special training.
6. Control training (fire and emergency).

Electrotechnological personnel also receive additional professional education for continuing education.

Knowledge check

It may be primary. Such verification is subject to electrotechnological personnel, consisting of new employees. Another reason for its implementation is a break in certification lasting more than 3 years. Verification may also be periodic. She, in turn, is divided into the next and extraordinary. In the first case, the electrotechnological staff is tested once a year, if its tasks include:

1. Direct organization and maintenance of existing power units.
2. Implementation of installation, adjustment, repair, preventive testing.

A similar period is set for employees who have the right to issue an order, orders, and conduct operational negotiations. Administrative and technical personnel, occupational safety experts who are allowed to inspect the facilities are inspected once every three years. Extraordinary certification is carried out regardless of the date of the previous one in the following cases:

1. With the introduction of newly developed or revised rules and regulations.
2. When installing new equipment, changing / reconstructing the main technological and electrical circuits. The feasibility and necessity of an extraordinary audit is determined by the responsible person.
3. When transferring / appointing to another job in case the stipulated duties require knowledge of an extended list of rules and norms.
4. If employees do not comply with the requirements of regulatory acts on health and safety.
5. At the request of state oversight bodies.
6. Based on the conclusion of the commission investigating an accident involving people or a violation in the operation of the power plant.
7. With advanced training to obtain a higher group.
8. In case of a break in activities in this position for more than six months.
   

Additionally

A knowledge test of the electrotechnical and electrotechnological personnel is carried out by the commission. It is formed by order of the head of the enterprise. The commission should be attended by at least five people. Moreover, its chairman should have group V at voltages above / up to 1000V and IV at voltages of less than 1000 V. As a rule, he is the person responsible for the electrical part. When directly checking the knowledge of the employees of the enterprise should be present at least 3 members of the commission. In this case, the chairman must participate in the event. The presence of his deputy is allowed. At the end of the inspection, groups of electrotechnological personnel (from II to V) are appointed. The corresponding mark is made in the certificate.
