Personnel as an object of management

In the modern world, no organization can exist and function normally without managing people. Competent personnel allow the organization to solve the tasks assigned to it. In order to educate qualified personnel, the hard work of specialists of the service for working with personnel is required , because the staff as an object of management requires a lot of attention and an individual approach.

Staff is all the human resources an organization possesses. Human resources management is a certain concept and a set of work methods for personnel management. Personnel as an object of management is one of several elements that shape the personnel management system. Other elements of personnel management: company resources, social infrastructure, forms of training, leadership style, labor organization, labor regulation, motivation, etc.

The personnel department performs many duties, the main functions of the personnel management service are:

- regulation and assessment of employees;

- selection of personnel and assistance in adaptation at the workplace;

- formation of a personnel reserve, career planning;

- Organization of training and advanced training of personnel using various forms and methods;

- staff motivation;

- organization of a system of benefits and compensation;

- accompaniment and legal regulation of labor relations;

- registration of personnel documentation;

Depending on the size of the organization, the number of HR specialists will differ. If the staff of the company consists of several people, then it will be enough to accept only one specialist in work with personnel. The organizational structure of the personnel management service is the communication and cooperation of departments and individual employees who perform tasks to ensure the organization of personnel. The stronger and more natural these relations between divisions, the better organized the work of personnel management, therefore the formation of these relations is one of the priority tasks of the personnel service.

Any personnel management service pursues the main goal - to timely and efficiently provide the organization with qualified specialists. To achieve this goal, the personnel service solves several specific tasks:

  1. Analysis of staffing needs of the organization;
  2. Attraction of third-party specialists / advanced training of already working;
  3. Analysis and correction of employee activities;
  4. Formation and maintenance of corporate culture.

Naturally, personnel as an object of management has been considered for a long time, only the methods of influencing it have changed. Modern personnel management services have grown from the merger of several already existing departments: the personnel department, the safety and labor protection department, the labor and wage department, etc. It is good if the employees of the personnel department clearly realize their tasks and functions, strictly follow their goals, apply innovative methods in their work, learn and improve. Often, the merger of departments does not bring anything new to the work of the personnel service.

In a modern enterprise, it’s not enough to simply accept, transfer, fire employees and keep personnel records. Now it is required to develop effective systems of stimulation of labor activity, to manage professional advancement. And then the staff as an object of management appears in a completely different light. New sectors appear in HR departments: the development sector, the motivation sector, and the HR sector. Most managers begin to realize what opportunities for the growth and prosperity of the organization provide the competent implementation of personnel policy and human resource management.
