Individual entrepreneur, activities and their contents

Individual entrepreneurs (IPs) belong to that wide range of entities whose business activities are regulated by the civil legislation of the Russian Federation. Therefore, it is very important to know and understand what specific types of activities are available to them and what is the mode of registration of rights to engage in these types of activities . As you know, IP, being full participants in civil relations, have civil rights and related responsibilities. Based on this basic statement, they can engage in those types of economic activities that do not fall under the prohibition of the law. It is relevant to understand the procedure for obtaining permission to engage in these types (licensing and patenting), and the procedure for this registration. This knowledge should be owned by each individual entrepreneur.

Types of activity, their classification:

- ordinary types of individual entrepreneurial activity;

- activities covered by the patent requiring a license;

- closed for this group of business entities;

- requiring approval.

Every citizen has the right to engage in ordinary types of activities completely free immediately after registration of IP status. For their implementation, no coordination and other licensing procedures are required. The range of species of this group is extremely wide and it is simply not possible to present it here. The only condition that characterizes these species is that they should not harm the health of citizens and pose a threat to their safety. To carry out this activity, no special education is required, and for some educational qualifications are generally absent. For example, we cite such as the provision of various services to the population, from cleaning residential premises, to translation, etc. This is a creative activity, publishing, educational. These types of activities include the rental of real estate and equipment, wholesale, road transport, which is carried out by an individual entrepreneur.

Activities that require special permission are called licensed.

The license is a special permit document, which serves as the basis for the IP, allowing to carry out this type of economic activity. The right to issue such documents belongs to the licensing authorities - statutory authorities authorized to do so. The list of these bodies, as well as the list of the types of activities themselves, the implementation of which requires permission, is established by the Government of the Russian Federation, currently the current resolution is document No. 45 dated January 26, 2006. He determines that these include IP: pharmaceutical production, the organization of private detective activities, the implementation of passenger and cargo transportation by sea and air, and some others.

An individual entrepreneur whose activities are subject to licensing is required to go through the procedure for obtaining this document. Its contents, as well as a list of documents required for submission to the licensing authority, can be found on the information stand in any executive authority that is authorized to issue licenses.

There are also types of activities that an individual entrepreneur is not entitled to carry out at all.

The types of activity closed to private entrepreneurs: design, development, testing, as well as the production and sale of military products, the manufacture, sale and production of poisons, drugs, etc. At present, activities related to alcoholic beverages are also classified as such.

There are also types of activities for which IP is not required to obtain a license, but coordination with the competent authorities authorized to exercise supervision in these areas is required. These include SES, the Ministry of Emergencies, and other services of supervision and control. The simplest example of such an activity for an individual entrepreneur is a retail organization.
