Unified Dispatch Center: appointment, convenience and new technologies

More recently, Muscovites got acquainted with another innovation. It turned out to be the Unified Dispatch Center. It's time to learn more about this organization, the history of its creation, the characteristic features of the activity. And also get acquainted with the positive and negative ratings of those who contacted the service.

Announcement of creation

The creation of the Unified Dispatch Center of the media was announced back in April 2016. The service was launched, by the way, in June of that year.

The main purpose of the Unified Dispatch Center is to accept applications from the townspeople for the provision of housing services. Through it, it was also planned to monitor the implementation of work throughout the fund.

The Unified Dispatch Center appeared on the basis of the UDS (Joint Dispatch Center) of the Moscow Department of Improvement and Housing and Public Utilities. It was reported that the plans of the creators were the gradual connection of 100 ODS to it. At the final stage of its development, the Unified Dispatch Center of the Housing and Utilities Sector must process up to 500 thousand various applications from Muscovites! The work performed cost the city budget 48 million rubles.

Center Creation

What has been done to create the Unified Dispatch Center? Generally speaking, the equipment of the United Dispatch Centers was overhauled to include them in a single and well-functioning network.

Turning to the specifics, it is important to highlight the following:

  • Thirty-four workstations for service dispatchers have been completely refitted. In particular, obsolete analogue consoles were replaced with time-appropriate digital systems.
  • Replacing about 500 kilometers of analog lines.
  • Instead of the previous masters, they spent almost 625 kilometers of lines of a new connection.
  • 49 sets of equipment for wireless Internet were installed.
  • More than 12.7 thousand different intercoms have been installed.
  • More than 9.5 thousand modern automation and control sensors have been installed.

New Dispatch Service Number

The innovation affected not only the residents of the capital. Moscow's unified dispatch center works for the Moscow Region. Residents of the satellite cities of the capital were connected to the common system a little later - in the fall of the same 2016.

For some time, the usual emergency phone numbers remained the same for the convenience of citizens. However, calls to them were automatically diverted to the Moscow Unified Dispatch Center.

Gradually, the utilities of the capital and the Moscow Region began to accept applications from residents only by a single phone number.

How does the service work today?

So what does the EDC of Moscow (Unified Dispatch Center) do to date? Citizens come here with the same problems that they voiced by telephone to the district housing and communal services. Classic examples: a burnt out light in the stairwell, a clogged bathroom, an uncleaned landing.

An answering machine answers the call. Therefore, if there is an accident or any other problem that requires an urgent solution, you need to put your phone in tone mode and press the number 1. This is done for instant connection with the operator.

And if the solution to the problem can be tolerated, then you will have to wait for a while until the system connects you to the free dispatcher. The specialist draws up an application based on your message, and then transfers it to the management company of your home. There you can also indicate your contact phone number so that the wizard can call back and clarify details important for his work.

If the service you ordered is paid, then a specialist will call you back to explain how and where it can be paid. Depending on the management company, this can be done by receipt at bank branches or in special payment terminals. There are also options such as paying in cash at the hands of the master himself or through popular mobile banking applications for smartphones.

Paid and free services

The EDC housing and communal services itself (the Unified Dispatch Center of Moscow), of course, does not charge a fee for its services. You pay for the work of the wizard, who is sent to fix the problem from your management company.

Please note that not all services are paid. Emergency and urgent repairs should be carried out by specialists free of charge. For example, if you have a pipe burst or if hooligans broke a window in the entrance, you do not need to pay extra. Works that turn out to be utilities free of charge, are fully included in the tariff "Maintenance and repair of housing." This is one of the columns in the housing and communal services receipt, a service that you already pay monthly.

All other work (non-urgent) is performed for a certain amount. But here, privileges are introduced. For example, large families, veterans of the Great Patriotic War, disabled people of the first and second groups. A full list of preferential categories of citizens can be found in the centers for working with the population "My Documents".

What is it for?

Why is the telephone of the Unified Dispatch Center introduced? This service is required to track all applications from residents with an important goal: to establish a transparent payment of utilities. EDC, for example, suppresses the activities of dishonest plumbers who extort money for free services. Now payments are made only when necessary and only on receipts and legally established tariffs.

Tariffs are not uniform for the entire metropolitan region. They are set by each of the existing management companies. However, rates are recommended by the Moscow government. Nevertheless, prices for individual services in different UKs can still vary.

The management company should post all information on tariffs in its office. And also for the convenience of citizens to submit on its website. Moreover, when rendering the service, the master must show the client a document with officially approved prices.

Additional Service Tasks

EDC also performs the following tasks:

  • It controls the efficiency and quality of work performed by utilities in various regions and urban districts.
  • It helps in the online regime of the Criminal Code to monitor the spent materials, applications from tenants, which remained unanswered.
  • Transmission to the city authorities of operational information on emergency situations and their elimination.
  • The center’s specialists not only accept applications, but also advise citizens on housing and communal services. Their responsibilities also include helping to deal with those appeals from citizens who were ignored by the utilities.
  • Dispatchers report the status of the application, talk about the reason for its rejection by utilities.
  • The EDC makes additional information in the application already drawn up at the request of the applicant.
  • Center specialists can clarify information about emergency and planned outages of water supply and electricity.

Positive reviews

It is equally important to know how Muscovites and residents of the Moscow Region themselves respond to the work of the new Unified Dispatch Center. Citizens note the following positive features in the work of the service:

  • EDC - an attempt to follow the European example already tested by time. Of course, at the beginning of the service, failures, an untimely response are possible. The new system needs time to adapt to the Russian mentality.
  • Operational and well-coordinated work. The employees of the center try to take measures for each of the appeals as soon as possible.
  • There are no complaints about the work of the EBC itself - the operators quickly do their job, do not save applications, and immediately send them to the dispatching of public utilities. If there are any complaints, then only to the work of dispatchers of the "second link".
  • With the introduction of the new service, it became possible to pay utility bills (for example, replacing the battery) with a bank card. New payment options are next in turn.
  • Operators explain the problem quickly, clearly, and clearly. Applications began to be implemented by utilities much sooner after they were controlled by the EDC.

Negative reviews

However, a large number of residents of the capital find shortcomings in the work of the new service. People distinguish the following:

  • A very long wait time. The call is constantly reset, you have to put the phone on auto redial. Even if you manage to get through, the operator does not respond immediately - the waiting time extends to 15 minutes.
  • As an alternative to waiting for a response from the operator, the answering machine offers to leave a request on the service website. But not all citizens (and especially pensioners) today have the opportunity to use the Internet.
  • An unqualified specialist can answer the call, who is completely alien to the essence of the issue with which the citizen addressed him.
  • At the beginning of the service, a useful option was introduced, "Evaluation of the quality of the application." However, over time, it was canceled.
  • The service often leaves applications unanswered. Moreover, this applies not only to everyday, but also emergency problems. Dispatchers promise that the application has been sent to specialists, the latter will arrive soon, which does not happen even in the case of repeated calls.

A single control center is an innovation that has recently been launched for residents of the capital and the Moscow region. The service is designed to collect applications for utilities throughout the city to send them to the addressees - UK. In addition, another important task of the EBC is to control the quality and timeliness of the application.
