The development of the Sales Rules was carried out taking into account the law governing the protection of consumer law and the buyer-seller relationship. The rules for trade in certain types of goods are designed to specify the norms of those laws that concern them. This need is caused by the features, consumer qualities and properties of the goods included in a separate group, as well as by the methods and duration of their storage.
The rules of trade in certain types of goods included twenty sections. The first section highlights general considerations. One of the points clarifies the issue of control over compliance with the rules. The remaining sections, included in the rules for trade in certain types of goods, reflect the topic regarding their preparation for sale, the volume and content of this work, as well as informative questions about the goods. Thus, in them you can find information and explanations to it on the characteristics of the sale:
- food, knitwear, sewing, textile and fur goods;
- automotive, trailer and motorcycle equipment, license plates;
- jewelry (from precious stones and metals) products;
- drugs and products for medicinal and medical purposes;
- animals and plant species;
- goods belonging to the class of “household chemicals”, chemicals (for agricultural complexes) and pesticides;
- copies of video and audio works, including phonograms;
- weapons arsenal;
- building products and materials;
- items of furniture;
- alcohol;
- used goods of a non-food group;
- non-periodicals.

- The implementation of trade is allowed in coordination with the institutions of the State Sanitary Inspection. In this case, the organization of specialized points (sections, departments) is necessary.
- The admission of goods to sale is allowed during training, including inspection, sorting by level of wear, types, quality, configuration and performance of products. Should be carried out (if necessary) washing (dry cleaning) and ironing.
Moreover, the rules for trade in certain types of goods provide for the sale of sanitary-controlled goods in the presence of a conclusion of hygienic (sanitary) examination.
- Previously used hygiene products, perfumes and cosmetics, goods belonging to the class of household chemicals, various types of underwear, goods intended for newborns, disposable tableware, gas units that do not have an examination, animal skins without marking are prohibited.
- Information on anti-epidemic (sanitary) measures is indicated in the product information.
- The rules for trade in certain types of goods oblige to indicate information (characteristics) about the product on its label.
- Purchased previously used goods (with proper quality) cannot be returned or exchanged.
A separate paragraph explains the rules of the alcohol trade. As you know, they were tightened. This also affected beer, which was equated under the new rules with the class of high-strength alcoholic beverages. In addition, some products of the food group also belong to the class of alcoholic (alcohol-containing) products. As for the retail sale of beer and drinks based on it, a license is required for these purposes. At the same time, restrictions on places and time were established for alcohol trade. The legislation introduced responsibility (administrative and criminal in nature) for the sale of alcohol (alcohol-containing drinks) to children and failure to comply with the rules.
