About the program
According to the legislative act approved in 2011, only persons who have received public education in accordance with the new standards can engage in medical activities. The future doctor needs not only to earn a certificate of completion of a higher education institution, but also to pass the accreditation of doctors and have a certificate in his hands confirming this. Without the above papers, a person does not have the right to start work.
The receipt of a document for an activity came into its legal right on January 1, 2016. All innovations are planned to be introduced not immediately, but over the course of 5 years. During this time, a list of medical institutions that meet the necessary standards will be compiled.
The main difference between the accreditation of doctors since 2016 is that, upon receipt of a certain certificate, doctors have the right to engage in their activities for 5 years. But doctors and students who have just decided to devote their practice to work are required to undergo compulsory accreditation. In addition, the difference lies in the fact that the doctor constantly needs to improve his own working qualifications throughout his career. How is
Accreditation of doctors with secondary and higher education in the field of pharmaceuticals and medicine is a procedure that determines the level of their professionalism. The state reform, which entered into force in 2016, is aimed at consistently improving service in this area and modernizing the entire system as a whole.
This procedure is carried out after the end of educational programs, and then once every 5 years. The order of passage is determined by the national, expert-methodological and district centers, which pursue the following goals:
- the formation of the personnel structure of the health system, which can provide quality medical services;
- getting the right information about the level of competence of health workers.
The accreditation of doctors, the tasks of which are very multifaceted, assesses not only professional knowledge, but also the availability of the portfolio, their competence in the conditions of a special simulation and certification center.
Kinds
- Primary - is carried out directly by the educational system itself, after a person has passed residency and a full cycle of training.
- Competency - is followed by the receipt of a new qualification.
- Periodic - introduced from 2021 after the specialist will implement the curriculum of auxiliary vocational education.
The system of accreditation of doctors includes several forms of assessment of knowledge:
- testing (an individual list of questions is prepared on a unified basis);
- solving situational problems;
- tests on simulators (this test is intended only for those who receive practical knowledge).
Who should pass?
The first to be included in this process are university graduates. Those of them who did not get into residency or did not pass entrance tests can begin work in the initial link as a local therapist. But for this purpose, specialists should have in their hands the primary accreditation of doctors.
The graduates of the residency know how to go through it, since more serious tests are intended for them, namely specialized exams that they need to pass in order to gain access to more serious work and be able to call themselves a specialist.
After the certificate expires, such a check should be done by all doctors every 5 years who conduct their activities in private or public medical institutions. Those who have received education abroad will not be able to evade the exam. Regardless of whether they have a valid document on the right to practice, they should visit the center for accreditation of doctors in the territory of the Russian Federation.
Who is checking?
This issue is addressed by a specially prepared commission, which consists of people from different sectors of the health system. It also includes non-profit organizations, executive bodies in the field of health care, which carry out medical and pharmacological activities, and representatives of the scientific organization that forms the programs for education.
Naturally, members of the commission cannot be random. A prerequisite for all is the absence of a conflict of interest or other self-interest, since they must accrue points for the accreditation of doctors during the examination of specialists, and they must also have secondary or higher education in their specialty and at least 5 years of work experience.
Where is it held?
The ministry has created a Methodological Center for accreditation. However, the test can only be done at the premises of scientific or educational organizations, the technical supply of which allows this to be carried out. During the check, video and audio recordings are mandatory. It is also forbidden to have communication facilities with you at the time of the exam. This is done in order to reliably track the knowledge of future specialists.
Documents
Registration of doctors for accreditation must be carried out in accordance with all the rules. To do this, a graduate or specialist personally submits a set of copies of documents to obtain permission.
1. Primary:
- application for admission;
- identification;
- documents confirming higher or secondary vocational education, qualification information and an extract from the act of the meeting of the state examination commission.
- certificate of compulsory pension insurance.
2. Periodic:
- application for admission to accreditation;
- identification;
- portfolio for the last 5 years, in which the professional activity of the accredited person will be graphically presented: it includes information on individual achievements, information on the development of a continuing education program;
- specialist certificate or accreditation certificate;
- documents on higher or secondary vocational education, as well as an extract from the minutes of the meeting of the national commission from the exam;
- employment history;
- certificate of compulsory pension insurance.
Every prospective physician knows how to get accredited by doctors, but he must understand that within 10 calendar days from the date of filing and registration of documents, the commission meets to decide on the admission of the accredited person and the timing of the exam.
Equal to international standards
In 2003, the Russian Federation actively joined the Bologna process, which forms a single standard of higher education in Europe. After 6 years, all universities implemented a transition to a two-level scheme of education, namely the graduation of masters and bachelors.
The arrangement in Bologna today has made state educational systems comparable and convertible.
A doctor who graduated from an educational institution and has received appropriate accreditation can easily practice in any of the countries without supporting his qualifications.
Features
Primary accreditation of doctors is carried out by specialized universities of the system of the Ministry of Russian Health. This procedure will take place as their certificates begin to expire and after confirmation of qualifications. During the transitional phase, both a license and accreditation are permissible for professional activities.
Authorized district centers will be responsible for testing, part of the universities of the Ministry of Health will become the platform for their promotion. To monitor independence and impartiality, monitoring is carried out and expert advice is given.
