The safety of rational environmental management is ensured by environmental programs that are associated with and due to the development of society in socio-economic terms. The issues of protecting health and creating favorable conditions for the natural reproduction and life of the population of the present and future generations are also important here and are being addressed. Environmental programs should ensure the environmentally friendly activities of all structures of human society.
Concept
This is a system of views, priorities, principles and goals on which the nature of the activities of political, economic, legal, administrative, scientific, technical, sanitary and epidemiological, educational structures is based. This is the foundation of what all environmental programs are based on, since they are always aimed at creating favorable and safe conditions for human life.
Environmental security is part of state security, where the priority is the activities of constitutional, economic, defense, information, food, political, economic and other in all areas of the functioning of the state. Environmental programs are multi-layered - these are sources of environmental impact, and programs that address issues at the national level that have passed through individual enterprises and the municipality, through the constituent entity of the Federation to the level of the country, and even accepting the general planetary aspect.
Goals
The main goal of environmental programs is to ensure the sustainable development of society in a favorable environment, in comfortable conditions to increase the population and its vital functions, to ensure the conservation of biodiversity in natural resources, and to prevent technological disasters and accidents.
How to ensure environmental safety is solved by tasks defined for each level. Only their complete solution - purposeful, systemic and comprehensive - will move society towards achieving its goals.
Urban areas
The reproduction and use of natural resources must be accompanied by environmental safety in each region. This is especially true for urban areas. The implementation of environmental policy is constantly improving its tools - legislative, administrative, technological, technical, educational. The technogenic burden on the environment and humans in areas of particularly unfavorable ecology should be reduced and brought to safe levels.
Already created systems for managing environmental safety and environmental protection of cities should function effectively, as well as new ones should be created. There are environmental programs, according to which the population must be satisfied in the needs that are key to life: drinking water, quality food. Recreational facilities should be maintained at a high level, there should be established: collection, safe transportation, storage and processing of industrial and household waste, quality disposal should be carried out. In addition, a system of warning and protecting people in emergency situations - natural or man-made, in emergencies and catastrophes of an ecological nature is needed in constant readiness.
Priority tasks
The sphere of environmental protection requires the restoration of all natural complexes. When creating such control systems, the conditions in adjacent territories must be taken into account. The environment requires constant monitoring, as well as public health. Enterprises with transboundary pollution should be relocated. This is exactly what is envisaged by the Federal Law on Environmental Protection.
In addition, the contaminated territories of cities should be constantly rehabilitated, park and forest zones should expand, and the number of green spaces of squares in all their diversity should increase. UT ecosystems must achieve sustainability, for which it is necessary to ensure the use of natureβs resources extremely economically, and it also requires the implementation of a developed resource and energy conservation policy.

The Federal Law on Environmental Protection, in the section that talks about the rehabilitation of the health of people exposed to industrial enterprises that affect environmental pollution, prescribes the creation of systems to help people with environmentally related diseases. This is a hygienic diagnosis and population and individual rehabilitation of health.
Existing risk groups living in certain areas with environmental pollution are entitled to targeted prevention of diseases caused by environmental conditions. The immediate tasks set by environmental programs and projects in Russia are to develop an industry that produces high-quality food products, as well as the production of therapeutic and preventive food additives. The population already receives appropriate upbringing, enlightenment and education - both environmental and sanitary-hygienic.
Principles
All principles related to ensuring the issue under consideration are based on the policy of the Russian Federation and its environmental safety, which is reflected in the relevant Regulation of July 12, 1996, as well as on the 2001 Environmental Doctrine of the project. It states that the principle of sustainable development prevails, with the unity of ecological, social and economic unity, aimed at improving the quality of existence of both current and future generations.
The regime of mutual responsibility is established and legislatively fixed at all levels - from local self-government and state bodies of a constituent entity of the Russian Federation to federal environmental authorities, which are responsible for the general state of natural resources and the environment, for the implementation of existing and the development of new measures to ensure environmental safety, for their financial fullness and resource.
Priorities
Ecological safety is a priority when urban planning, engineering, industrial and any other projects of regional or territorial scale are developed and implemented. Priority is also given to the problem of environmental protection and overall environmental safety as the main risk factor adversely affecting public health. In addressing these priorities, economic, regulatory, and administrative methods for managing nature conservation activities must be combined to ensure complete safety for the population.
Environmental restrictions and standards are moving toward greater rigor, cost and benefit estimates are being introduced, environmental motivations dominate the process of making any managerial decisions. First of all, measures are taken to ensure the safety of territories with an already bad environmental situation ("hot spots"). The problems of environmental protection are being phased in accordance with the set goals: short-term, medium-term and long-term. Environmental degradation should be prevented.
Projects and Programs
The program "Every drop counts" is an initiative in collaboration with the UN, this 2005 project is being implemented in Europe and the CIS. The mission is to provide continuous and long-term access to fresh drinking water resources. The basis of the Russian part of this program is the protection of Lake Baikal. Local ecologists are relying on targeted grants to implement projects to conserve natural resources, including organizing tourist routes that are civilized.
In 2012, BonAqua brand was the leader in solving these problems. More than twenty local projects were supported and implemented, including Clean Beach, Baikal Trail and others. On the coast of the deepest and cleanest lake in the world, household waste was collected, cultural places for recreation were created, ecological paths were built and repaired.
"Casket of the Black Sea" and other projects
In 2013, a project was launched with a set of training materials on the geography, fauna and flora of the Black Sea basin. And now this is a huge help to environmental lessons in schools. In 2014, the second version of the project, Climate Box, was released. For many years, the Black Sea Day program has been implemented in Sochi, Anapa, Novorossiysk and Gelendzhik. The coast is taken care of by volunteers, of whom there are already about two thousand people. In 2014, more than twelve tons of all kinds of garbage on the coast were collected in the area.
Bear Patrol is a 2008 project. The polar bear is Coca-Cola's unspoken symbol and one of the most beautiful animals on earth. In this case, the company helps preserve the bear population in the Russian Federation, especially since a third of them live on our Arctic coast. Coca-Cola also works hard on recycled plastic.
