Responsibility and fresh ideas are often mutually exclusive concepts. Governor Georgy Poltavchenko also counted and proposed creating the Youth Personnel Reserve of the Government of St. Petersburg. The mentioned event occurred relatively recently - on May 3, 2012. For four years, the organization has become a popular pursuit of many capable young people.
The administration of St. Petersburg took into account this proposal of the governor, and a few days later an order was created. Since then, focused work has begun to train young professionals for the subsequent public service. So there was the Youth personnel reserve of St. Petersburg. What it is?
The youth personnel reserve of the Government of St. Petersburg (or, briefly, MKR) is a selection of capable and assertive young people who are being trained for public service. In the elements of the authorities, their professional skills, combined with new ideas, can serve well for the benefit of the city and the whole country as a whole. The activities of these young citizens will be controlled by the administration of St. Petersburg. Promotion of this type of public service will provide an opportunity in the future to become a high-ranking official in the field of high-tech activities.
Education for bureaucratic wisdom is not available to all students in Russia. Only a few dozen people will be able to enter the Youth Personnel Reserve of the Government of St. Petersburg.
Who can enter?
The specialty of the future expert is one of the most important details. A list of “passing” training areas has been compiled. They include such specialties as, for example, economics or jurisprudence. But students studying in areas related, for example, to rocket science, are unlikely to be needed in the Youth Personnel Reserve of the Leningrad Region.
The selection is made up of young people from the fifth to sixth year of study, that is, the first or second year of graduate school. Documents required for entry
The prospective reservist provides for the purpose of entry only two documented papers: a statement and a questionnaire. The first is necessary as a consent to the processing of personal data. Both of these documents are filled in personally and must be sent using the Russian Post or electronically through the personnel portal service of the administration of St. Petersburg.
It should be borne in mind that the receiving party has the right to demand the originals of the documentation mentioned in the submitted papers. If the original documents do not correspond to those indicated, the candidate is simply denied entry into the MKR. Within 30 days from the date of the application, the MKR formation group evaluates the candidate for official duties in government agencies. What is the selection of candidates?

Entrant training
Selected students are allocated managers who monitor the students getting the necessary skills. The preparation of the MKR is taking place in the administration of the government of St. Petersburg.
The executive body appoints the head of the Youth Personnel Reserve of a person who has worked in the field of state structures for at least five years. In an official subordinate to the executive authority, an official is selected from among employees with at least two years of experience.
The leader of students cannot be an employee in respect of whom an internal audit is carried out for any reason. Also, this position does not have the right to hold a person who has disciplinary action. For one leader should not be assigned more than two students.
Appointment FIBC
By the decision of the head of the person included in the Youth personnel reserve can be appointed to positions in the executive system of power. They can also be hired by state institutions of St. Petersburg subordinate to the executive authorities in the manner established by applicable law.

In 2012, the very opening of the Youth Personnel Reserve took place. His fame was not yet particularly great. To date, the personnel reserve of the Leningrad Region is in demand among young people, every year more and more promising young people submit their applications for entry there.
According to statistics, in the period from 2012 to 2014, the St. Petersburg administration accepted only 41 people into its team. But already in 2015, the number of newcomers increased by several dozen.
The year 2016 was the most impressive for the Youth Personnel Reserve of St. Petersburg. On average, applications from 20-30 new people came every month. From these seemingly dry numbers, it is extremely clear that the youth talent pool is gaining popularity. More and more bright heads appear in government.
Exclusion from the reserve
It’s very easy for a newcomer to “fly out” of the MKP for some reasons, while some of them are not negative - a young employee may be expected to increase. Exclude from the personnel reserve for the following reasons:
- based on the availability of personal paper of the reservist, in which he explains the reasons for his departure;
- if there is a sensible representation of the executive body or the government of the Leningrad Region subordinate to the executive body;
- when employed in government bodies;
- at the end of the term in MKR.
The decision to exclude the reservist is entrusted to the administration of St. Petersburg.

It is clear that the MKR goes for further service in government agencies. This may be the work of the head of a department or a specialist in this field.
