After all, Tom said that a lot of money is spinning in the drug business, and if their family does not take this sphere of influence under their control, there will certainly be people who want it. Such a turn will lead to financial problems, which means it will weaken the family, and other New York clans will subjugate it to themselves. But here, the don acted as he considered necessary. In turn, Michael had to forget about his career as a mathematician and become the new Don, the head of the family.
Consigliere is also a negotiator or, more decently, a diplomat. After they shot at Don Vito, it was Tom Hagen who kidnapped Sollozzo in order to present his position to him. Tom should have convinced Sonny to accept Turk's offers.
There is one more function for the adviser, which does not work on the example of Tom Hagen. There is another aspect of the consultant: he can be a wartime adviser when you need to make decisions on the elimination of people. Tom, as Sonny once told him in a fit of anger, is not suitable for this role.
What is stopping Tom Hagen from becoming a military consigliere?
Apparently, the main specialty prevents Tom from rejecting his inherent diplomacy. We remind the reader that he is a lawyer. A servant of the law, if he has at least some moral values, cannot recklessly shed someone else's blood. Perhaps if he had a different “civilian” profession, he could have stepped over himself, and Michael, having taken control of the family’s affairs, would not have replaced him with his father.
