Fundamental works on language teaching, even when they were of interest not only to their authors, usually preferred the shelves of history and the warm dust of centuries, rather than the hands and eyes of schoolchildren impatient to knowledge.
A rare baby, having come to this world and gaining knowledge of his native language, will not say at certain times and under the right circumstances that some school knowledge and the meaning of the word “crap” are synonyms.

According to well-known and popular Internet resources, crap is bullshit, fiction, lies, fabrications. As well as an action or its description, which (in the general case) does not matter or is misleading. Whether this is so or not, but the average consumer of information, having received this or that message, will first think that it is, and only then will render the verdict: "This is crap."
The criterion for evaluating information is their own experience and knowledge. The opinions of colleagues, friends and the media are also subject to evaluation, and not a guide to action. Naturally, the assessments of different people will never be identical, and the right solution may never be found.
The only opinion of the majority of consumers of information and its assessment in the sense of "crap or not" is practically the same, so it is with regard to taxes, administrative fines, utility bills, other messages from government agencies and the actions of officials.
But this is more a mentality and a tribute to tradition than an objective opinion. It is impossible to call crap something that is significant, but personally unacceptable for a potential payer who is guilty or has specific and justified obligations. However, this point exists and indicates that not every opinion is objective and is directly related to the concept of "crap."

It was prestigious to have a car before, but now it is simply necessary. But owning a car leads to a lot of obligations, necessary formalities, procedures, including the need for periodic technical inspection.
The new car was properly registered, registered, and the happy owner arrived at the point of technical inspection. The car is new, not used, but the inspection did not pass. The reason - the first-aid kit is not domestic, but from the car manufacturer.
The inspector did not consider it necessary to reconsider his decision. Result: another car owner got knowledge of what crap was and went to buy a new domestic first-aid kit.

Years later, the magazine, which refused to print the article, wilted in the depths of perestroika, artificial intelligence did not take on real forms, but the idea remained. But this is really not messy. What cannot work is what works and gives effect.
The inspector again showed excessive vigilance, but this time he came across an influential motorist who did not spare money and successfully passed a checkup at another station, and then filed a complaint with the court. The inspectors were fired. They say that time heals, but they don’t say that once a mistake made once can come back and lay the source. Time always goes forward, but not all events follow it, some, like anchors, mistakenly dropped, pull back into the past.
