The work of the Federal Agency for Special Construction began on 03/31/1951. Then, the Construction Department was created under the supervision of the USSR Ministry of Internal Affairs. In 1953, his duties passed to the Main Directorate of Special Construction.
On July 16, 1997, instead of the Soviet organization, by the decree of B. N. Yeltsin, Rosspetsstroy was created, combining a number of related organizations. In 2004, this institution was renamed the Federal Agency for Special Construction of Russia.

All functions of the organization were transferred to the Ministry of Defense. Most of the workers came under the jurisdiction of the Russian Armed Forces. The complete elimination of Spetsstroy ended on July 30, 2017.
