Confirmation of conformity is a confirmation that products or other objects comply with the conditions for the sale and disposal, storage, use, production processes, contract terms, and provisions of the standards documented. In the matter of product deliveries, documents that confirm the conformity of the products that are delivered with the requirements established in the standards and other regulatory documents have recently become of great importance.
Conformity confirmation forms - this is the procedure by which the certification of conformity of products or objects with the standards and the conditions of technical regulations, the terms of contracts, is documentary.
Such supporting documents are the result of a procedure in which three parties participate. Typically, the parties involved represent buyers (first side) and suppliers (second side). The third party is a person or body that is recognized as independent in the matter under consideration by the parties involved. As a rule, the parties involved represent the interests of buyers (first party) and suppliers (second party).
Confirmation of conformity pursues the following objectives: ensures the observance of trade secrets in relation to information that was obtained in the course of confirmation of conformity; the creation of certain conditions under which goods can move freely across the territory of the Russian Federation, as well as for international trade, scientific, technical and international economic cooperation; increasing the competitiveness of works, services and products in the Russian and international markets; assistance to customers in the competent choice of services, works and products; certification of the conformity of the processes of production, production, transportation, storage, operation, sale and disposal, services, work, or other objects to standards, technical regulations, and contract terms.
The principles of confirmation of compliance are as follows: the inadmissibility of its replacement by voluntary certification; protection of property interests of applicants, assistance in maintaining trade secrets regarding information that was received when conformity confirmation was carried out; the impossibility of forcing confirmation of voluntary compliance, including a certain system of voluntary certification, to be carried out; reduction in the duration of mandatory conformity assessment and consumer spending; compiling a list of patterns and forms regarding a specific product; the inability to use mandatory confirmation to those objects for which the mandatory requirements are not defined; the availability of information on the method of conformity confirmation to persons who are interested in this.
The confirmation of compliance is developed and applied equally and equally regardless of the place and country of the production processes, the origin of the products, transportation, storage, operation, disposal.
In practice, substitution of voluntary confirmation of conformity is unacceptable.
Voluntary confirmation of compliance is carried out on the basis of an agreement between certification bodies and an interested person at the initiative of the petitioner in the form of voluntary certification. With regard to products, products of production, use, storage, transportation, sale and disposal of services and works, as well as other objects, requirements are established by agreements, voluntary certification systems and standards, they are objects of voluntary certification.
