Environmental regulation

The right of every Russian to live in a safe environment is enshrined in the Constitution of the Russian Federation. In addition, any citizen of a country can count on receiving information regarding its state corresponding to reality. Nothing should threaten human health in the process of life and work, and environmental regulation ensures the practical implementation of this right. It is the most important instrument regulating nature management and makes it possible to control the safety of the ecosphere. In domestic and foreign environmental management, this concept is widespread and it is believed that environmental regulation is a method of administrative management.

Environmental protection requirements regulate the maximum permissible norms of human exposure to the constituent parts of nature. They include legal, scientific and administrative control, which is aimed at establishing acceptable parameters of impact on the OS. Subject to the regulations established by environmental regulation, ecosystem degradation does not occur. This makes it possible to guarantee the safety of the population.

Being the central idea of the Federal Law, the issue of OS protection occupies a separate chapter under number 5. Here are laid out in detail the basics of regulation, requirements for activities in the field related to environmental protection. In the same chapter, various types of human economic activity and possible consequences that may affect nature are examined in detail.

Environmental protection in Russia involves accounting for the design, reconstruction, construction and operation of industrial facilities. An important role is played by the conservation and liquidation of structures for various industrial purposes.

The environmental practice of the Russian Federation, based on standards that have long been actually the main measure in preserving the environment, introduces state standards that are responsible for the quality of these actions, and establishes the procedure for rationing economic activity. This is the dominant function of state environmental management.

Environmental regulation includes two main areas:

  • responsibility for the state of the OS;
  • responsibility for the impact on the OS.

Qualitative standards are provided for assessing the state of air in the atmosphere, soil and water according to biological, physical and chemical indicators. If the content of chemicals does not exceed the permissible concentration, then the values are favorable.

Environmental protection in Russia is carried out in accordance with legislative norms, which are recognized as the most important criteria for ensuring a favorable stay for citizens of the country. If the state of atmospheric indicators, soil and water meets these quality standards, this is evidence of the high efficiency of the mechanism responsible for environmental management.

Provides for standards and human activities, which limit its impact on the OS. If observed, all natural ecological systems function stably and biological diversity is maintained.

Environmental monitoring provides a whole range of measures directly aimed at controlling the integrity of ecosystems. It involves the observation, evaluation and possible forecast of changes under the influence of anthropogenic and natural factors. Various services are involved in its implementation. Environmental monitoring differs depending on the objects being monitored. When violations are detected in the activities of economic entities, a set of measures to eliminate them is developed and strict control over compliance with the requirements is carried out.
