Rights and obligations of a security guard

Equipment for private security companies
A private security guard of the 6th category can work in a private security company, which has special equipment, which include a rubber stick, handcuffs, a protective vest and helmet, barrelless weapons for self-defense, gas weapons, including tear-gas aerosols, electric shocks, and spark gaps. All this can be used by guards of the 5th category. A bonus for this category is to equip a private security company with such special equipment and weapons of a 6th grade guard as a firearm.

This category is the highest for the guard. However, training is the longest with the highest cost of training. A trained person receives a security certificate of 6th category. However, receiving it does not guarantee that immediately after coming to work in a private security company, the employee will be accepted. The positions corresponding to this rank can be all occupied, and then you will be offered to work at lower ranks. But, when you release the post of security guard of 6 category, you will be transferred to it.
Determine with the educational institution for taking courses
It must have a license for educational activities in the right direction. In the appendix to the license, the address where the training should be carried out will be indicated. Graduation
After graduating from the selected educational institution, you will receive a certificate stating that a course of study was completed at that institution during a certain period of time. Qualification Exam Concept
This exam is conducted in the bodies of the Ministry of Internal Affairs, and not in an educational institution. The exam can be taken at the place of residence or registration, as well as at the place of registration of the private security company, which is the place of your work. Examination tickets of a security guard of the 6th category involve checking theoretical knowledge for a maximum of 15 minutes, for which one person must answer 10 questions. Moreover, the accuracy of the answers should be at least 90%.
The exam is in the form of tests for the 6th grade guard. Admission to the qualification exam involves the submission of the following documents to the UMVD commission:
- passport of a citizen of the Russian Federation;
- application in the prescribed form;
- copy of certificate from educational institution;

Applying for a security certificate
To obtain it, you need to contact the Department of Licensing and Permitting (LRO) in the regional department of the Ministry of Internal Affairs at the place of registration / residence of the citizen himself or at the place of registration of the private security company in which the citizen works.
In this case, documents are submitted there:
- Russian passport;
- copy of certificate of study;
- copy of the received certificate in the Ministry of Internal Affairs;
- copy of certificate 046-1 with the same validity period;
- 4x6 cm photo in the amount of 2 pieces;
- a questionnaire on the issuance of a certificate (as a rule, its form is issued, and filling is carried out directly in the Ministry of Internal Affairs);
- receipt of payment of state duty.
Verification and decision-making on issuing a certificate
After the delivery of documents, the information specified in them is checked. It is carried out by conducting interviews with the applicant for a certificate, by sending inquiries to the information center of the Ministry of Internal Affairs about the criminal record of the applicant or the fact of his criminal or administrative prosecution.
In addition, requests are sent to licensing, law enforcement, supervisory and regulatory authorities. Other measures provided for by applicable law may also be carried out.
No more than 20 days may elapse from the day of filing an application, together with the annexes, until a decision is made to issue or refuse to issue a certificate. If there is a need for additional verification measures, the period by decision of the head of the structural unit of the Ministry of Internal Affairs may be increased to 10 additional working days.
The decision is issued with a reasoned opinion. It must be certified by the signature of the decision maker, the head or his deputy of the department for licensing and permitting work.
Obtaining a license
Work as a security guard can take place in six categories. The first three categories do not require training and a license. Guards of the 6th category, in accordance with the current legislation, must obtain an appropriate license, which is understood as a private guard certificate. It is issued for a period of 5 years. The applicant must be of legal age at the time of application. After this period, the procedure for renewing the certificate is required.
The license for the right to carry out security activities is received by the private security company. The legislation of our country does not imply the provision of security services by a separate guard.
Periodic check of guards of the 6th category
The receipt by an individual of a certificate containing information on the qualification of a private security guard gives the right to use firearms, special weapons and self-defense weapons. After successfully passing the qualification exam , a periodic check is carried out.
For guards of the 6th category, it is carried out 1 year after the successful passing of this exam. For this category, a periodic check includes an examination on the theory of fire training, theoretical law and medical training, as well as practical firing from service weapons. After passing this check, the security guard receives an “Extract from the protocol of the commission”, according to which the management of the private security company applies to the administration of the Ministry of Internal Affairs for permission to carry and store service weapons in the performance of official duties.
ATS issues an appropriate permit, which indicates the series and number of weapons that are placed on the security certificate of the guard and should always be with him. The guard must receive weapons while on duty and surrender them at the end of their shift. Weapons cannot be used for personal purposes.
