An information system that includes information databases that store information about software and hardware used by organizations, and which allow you to use electronic services, electronic messages when providing municipal and state services, as well as guaranteeing interaction between electronic information systems of organizations that are used when providing state and municipal services in the form of digital workflow, the system of interdepartmental electronic onnogo interaction (SMEV).

System Development Purpose

The system of interdepartmental electronic interaction was ratified by the Decree of the Government of the Russian Federation of September 8, 2010, number 697. It defines the primary rules for the creation, as well as the operability of the system of interaction and transmission of information, which will be carried out using it between the information systems of state executive bodies of the country's constituent entities, federal executive bodies authorities, extra-budgetary funds with state support, municipal and state institutions, the IFC and other bodies in order to ensure the service gami (state and municipal), as well as the performance of functions at the municipal and state levels in the form of electronic document management.

When performing municipal and state functions in the electronic document management system and the provision of public services, technological and informational interaction of all connected bodies and organizations should be guaranteed. Based on this goal, a unified system of interagency electronic interaction was developed. This is a full-fledged state information system on a federal basis.

System description

The main purpose of the CMEA is to solve a range of specific tasks. Something like:

- unimpeded implementation of municipal and state functions through electronic document management,

- the provision of services at the state and municipality level in electronic form, including using a multi-purpose electronic plastic card and the state (on a federal basis) information base β€œThe unified portal of state and municipal services (functions)”,

- a guarantee subject to electronic document management information approval when providing services or functions on a municipal and / or state basis.

Technological interaction

It is possible to technologically coordinate the interaction of the system by applying electronic services, which should be built according to generally established standards using common technological methods and solutions, common classifiers and descriptions of the composition of the databases.

System functions

The following are recognized as material:

- guarantee the exchange of requests, information and documents necessary for the implementation of municipal and state services, declared through a single portal, bodies and / or organizations connected to the electronic interaction system and which are charged with the obligation to provide citizens with the requested services;

- to guarantee the exchange of documents in electronic format between organizations and / or bodies affiliated with the CMEA to perform services or functions on a municipal and state basis;

- guarantee the exchange of requests, information and documents through a single portal that has already been processed in information systems and databases of organizations and bodies, as well as information on the stage of implementation of the request for the execution of services from the municipality or state.

To perform these functions, the system of interagency electronic interaction is required to ensure:

- unhindered access to electronic databases and services connected to SMEV information systems,

- recording, sending and processing of digital documents within the boundaries of interaction between organizations and bodies with registration of the time for filling out the application, the integrity and reliability of the documents, as well as proof of their authorship and tracking the history of the movement of the request when providing state and / or municipal services, and / or the implementation of municipal and government functions in the form of digital workflow,

Electronic services

- the possibility of joining existing centralized databases and / or common classifiers included in the system,

- protection of information contained in the system from hacker attacks and illegal access, as well as its blocking or fraud from the moment of receipt of digital documents until their transfer to other information systems,

- the security of digital documentation stored in the registries of information servers of organizations and bodies connected to SMEV and the assessment of effectiveness covered by electronic service registries.

Digital messages and documents containing a state secret are prohibited for processing and storage in the system.

Components of electronic interaction systems

For the effective operation of the SMEV, the following should be connected to it:

- information systems of federal subordination, which are useful in providing public services and the performance of public functions by the executive branch of federal subordination and extra-budgetary funds,

- a system of interdepartmental electronic interaction of regional subordination, which was built in the subjects of the country, in order to guarantee the provision of public services in electronic form and fulfill the state function by the executive power of the regions of the Russian Federation, as well as providing services at the municipal level and performing functions by the leadership of the municipality,

- information systems of certain bodies and / or organizations, the participation of which is mandatory in the performance of public services and functions at the state or municipal level on a contractual basis with the system provider or bodies and organizations, system participants.

The activities of state, regional and / or city-level bodies providing public services should be focused on ensuring the indivisibility of the functioning of the electronic interaction system.

The unified system of interagency electronic interaction and the information systems attached to it perform their functions on a free basis.

E-government and CMEA

The process of building electronic government has advanced significantly with the advent of a system of interagency electronic interaction. Before its appearance, work did not go well due to various technologies created by organizations or bodies of information systems. Naturally, under these conditions, the exchange of information was almost impossible.

Today, the system of interagency electronic interaction allows you to freely and often automatically exchange information between bodies and organizations connected to this system.

Thanks to electronic interaction, electronic government enables:

- reduce (if not exclude) the influence of the geographical position of a citizen,

- increase the political activity of citizens,

- include citizens in the process of receiving services from the state or municipality independently, using electronic services,

- faster to provide municipal or state services to the population and / or go to business.

The main thing that e-government is seeking is the ability to execute documents at home without leaving your computer. And this will entail a reduction in paperwork and bureaucratic obstacles.

Rosreestr and electronic interaction system

The Federal Service for State Registration, Cadastre and Cartography (Rosreestr) provides services for the provision of information on the SMEV system. Rosreestr participates in the electronic exchange of information between municipal, regional and central authorities. This allows you to free citizens who apply for services, collecting the necessary documents on their own.

Rosreestr, in accordance with the federal law of July 13, 2015 No. 218-FZ, provides direct access to its information systems. These electronic services enable some credit organizations and developers to fill out applications for Rosreestr services electronically.

A large consumer of the electronic service of the service is Sberbank, which is also connected to the MEW system. Thanks to this, bank customers who purchase housing on a mortgage register it without leaving home.

Unified electronic service

It consists of hardware and software that provide a single way of electronic document management through information systems of organizations and bodies when exchanging information to provide municipal and state services to the population through electronic queuing technology that does not require direct interaction and operates in asynchronous mode.

Bodies and organizations that receive information through electronic services initiate a request, SMEV through the system operator issues the necessary information.

Technical features

The electronic coordination system is a network of secure communication channels that are located between nodes, which, in turn, are located in the processing centers of Rostelecom databases. The system node (each individually) is a bus based on Oracle Enterprise Service Bus. Each participant of the MEA system is both a consumer and a provider of information:

- each supplier connected to SMEV creates an electronic service in order to process incoming requests and issue information,

- Each consumer creates his own adapter, able to accurately request information and receive a response.

The system operator is the Ministry of Telecom and Mass Communications of the Russian Federation. And for the construction of infrastructure, as well as for technical details, Rostelecom is responsible.

The interaction of information systems occurs through electronic services that are implemented as web services. Emails are transmitted via SOAP over HTTP. Electronic signatures are transmitted in XMLDsig and PKCS # 7 standards. Electronic documents go in the system in PDF / A format, and the details are placed in an XML file.

The development rules and formats used in the system are regulated by regulatory acts of the Ministry of Communications of the Russian Federation.

Note to applicant

The applicant, when applying to the MEIS, should know that the bodies providing state and municipal services do not have the right to demand:

- provide information, documents or carry out an action not provided for by the legislation of the Russian Federation regulating relations arising when applying for a municipal or public service;

- provide information and / or documents that are in the information databases of bodies performing municipal or state services;

- apply to other municipal or state bodies for any municipal or state services, with some exceptions, regulated by the Federal Law of July 27, 2010 N 210-.
