It is difficult to submit a document signed by the director of the company, but without a seal. However, this happens ... it happens with individual entrepreneurs. What does the law say about this? Do I need to print IP?
And in the law (civil code, law on IP, other acts) the right of an individual entrepreneur to his own seal is indicated. It is a right, not a duty. The power of attorney, internal documents of the organization, tax reporting and other documents are also valid without a seal, subject to the signature of an individual entrepreneur. You can open a bank account (though not every bank will do this).
However, everything was not so clear when this issue came to the Supreme Court of the Russian Federation. An individual entrepreneur and an association of lawyers asked there to declare invalid the Resolution of the administration of his city, which contained a requirement: to have the IP seal, and its absence meant for the individual entrepreneur some restrictions in his activities. The court concluded that the essence of business turnover obliges individual entrepreneurs to have a seal, and this is a norm for granted. But the city administration did not have the right to declare the absence of a press as a violation of the law in its Resolution, and even more so restrict the rights of individual entrepreneurs.
Let us consider in more detail what the essence of business turnover comes down to. The fact is that there are such documents that provide for the presence of a seal: keeping work books (the seal is stamped upon dismissal and employment), strict reporting forms and others.
In addition, partners, suppliers, creditors are unlikely to cooperate with an individual entrepreneur if he does not have a seal. Its absence does not inspire confidence in the company.
It is quite simple and inexpensive to order an IP seal (about 400 rubles). It makes no sense to try to avoid these costs. Seals can be automatic, semi-automatic and manual. The most expensive, the price reaches 700 p. - these are the first ones and, of course, they are more convenient (aimed, pressed, the print is ready); the cheapest are the last (150 p.) Any of these types of seals will last a long time (only after a few years it will be necessary to change the pillow with paint). If you need a print with a greater degree of protection against counterfeiting, this will certainly increase its cost.
The judges of the Supreme Court suggest acting on this issue by analogy, i.e. be guided by the press requirements of a legal entity (law on companies No. 208; law on non-profit organizations No. 7 and others). Thus, from individual federal laws it is possible to understand what the IP seal should be: round, with a name in Russian. It can also display an emblem or trademark that allows you to identify the company, i.e. do not confuse it with any other. When ordering printing, you can choose your favorite design from the finished ones. It is not necessary to certify and agree on the contents of the seal with any authority.

The seal may contain the following data: below the TIN, PSRN, and in the center the last name, first name and patronymic of the individual entrepreneur, above the address of the company. It can be done differently: arrange the address in the first outer circle, numbers in the second, last name in the third, last inner circle, under which or above which the sign, emblem can be located. This can be an image of an animal, car, branch, coat of arms of the Russian Federation, letter designation, etc.
To summarize all that has been said, we note the following. The company may exist for some time without printing, and no one has the right to punish you for this, does not even have the right to refuse to register you IP! But sooner or later, you will get into trouble due to lack of printing. Therefore, it is better to spend a couple of days (on the development of the logo, on the manufacture), but get the IP seal and, as a serious representative, conclude contracts, provide reports, draw up internal documentation, keep work books, finally ...
