Moscow Government Building: modern and under construction

The Moscow Government building under construction is a complex of four skyscrapers on the territory of the Moscow City Center . Each height will be 308 meters with the number of floors equal to 71. Pedestrian bridges will be built for communication between them, including on top of buildings.

In accordance with the plan, in the new government complex will be located all the services and departments related to the legislative and executive authorities of Moscow. However, the completion date was postponed indefinitely. At the moment, information on the progress of construction work is not available. Buildings are located in different areas of the city. There are about 10 of them and they have different sizes. The most significant building is the CMEA, which is located on the street. Novy Arbat, 36. The Moscow City Hall, which is located on Tverskaya Street, house No. 13, plays a significant role. The building of the Moscow City Council is located at Petrovka, 22.

The complex, located on Novy Arbat, is located in the city center, opposite the building of the Government of the Russian Federation (the White House). It is a complex structure and is called the "CMEA Building". The abbreviation stands for Council for Mutual Economic Assistance.

The whole cluster of CMEA includes three buildings on the territory of about 4.6 hectares. The main building has 31 floors and looks like an expanded book. On the right side of it is a conference room - a cylindrical-type building, which can accommodate 1000 people at a time. On the left side is the Mir Hotel, which is an 11-story building. All of them are connected to each other by a 2-story jumper. It houses a meeting room, a printing house, a lobby and a restaurant.

The Moscow Government Building (Novy Arbat) is located near the following metro stations: Krasnopresenskaya, Smolenskaya, Barrikadnaya. It can be reached by private car from Kutuzovsky Prospekt, the Garden Ring, New Arbat and other directions. The complex of buildings is located on the banks of the Moscow River. Characteristic features of the main skyscraper of the complex: it looks like a huge butterfly with open dark wings and a lighter body between them.

Features of the construction of government buildings on Novy Arbat

The construction of the complex of buildings of the Moscow government took place in the 60–70s of the XX century. Representatives of different countries took part in it: Poland, Romania, Hungary, Bulgaria, Mongolia, Czechoslovakia and the GDR. But the main role was played by architects and engineers of the Soviet Union: Posokhin, Svirsky, Kuzmin, Ratskevich, Shkolnik and others.

During the construction of the Moscow government building, three-layer panels were used, sheathed with asbestos cement and an insulating layer of foam based on phenol-formaldehyde. This material was used for the first time precisely in the construction of CMEA buildings, after which it began to be actively used in the construction of other structures: both residential and industrial.

Construction began in September 2005. It was deployed on the territory of the Moscow City business center under the leadership of former Moscow Mayor Yuri Luzhkov. According to him, a complex will be built, consisting of 4 buildings, 70 floors each. The departments of the legislative and executive authorities of Moscow will be located there. Moreover, the construction should be carried out in a short time. Budget funds for the implementation of the work will not be required. Construction is planned to be based on collateral.

However, in practice, the work dragged on significantly. So, as of February 2008, the construction was at the stage of foundation and underground structures. At the end of 2008, due to the economic crisis, the completion deadlines were postponed indefinitely. As the deputy of the city council Ivan Novitsky said, initially the plans were to finish the construction of buildings by 2011, however, now no clear deadlines are set.

According to an unnamed source, in the current situation, it is almost impossible to find an investor who is ready to donate their funds at no cost and give half of the constructed space.

In April 2010, plans for the functional purpose of some parts of the buildings were changed. This was to facilitate the work in the business center "Moscow City". The total area of ​​all skyscrapers will be 806,000 m 2 . In addition to offices, a hotel and business apartments will also be located there. The percentage of administrative zones will decrease from half to 30 percent. Discussion of the new project with investors was scheduled for autumn 2010.
