As a rule, when you register a new Apple ID (or iTunes account), you must also provide details of the payment method (usually with your credit card). However, you can get around this. You will have to download the free application from the iTunes Store and create an Apple ID (a new iTunes account). This method avoids the need to enter any payment options at all.

Follow these steps to see how to create a new Apple ID directly on your iPod Touch without entering your credit card information.
First, tap the App Store icon on the start screen of your iPod Touch. Browse online store offers to find a free app to download. If you are having difficulty choosing, pay attention to the programs or games on the App Store charts. To get there, click on the “25 best” icon located at the bottom of the screen, then go to the “Free” tab.
After you have chosen a free application, find the "Free" button, click on it and download it later.

After downloading a program or game from the store, a new menu will appear on the screen. You must select the option “Create a new Apple ID”.
Now select the name of your country or region by clicking on the appropriate items. Register to complete the rest of the process. You will have to agree to the terms of Apple. Read the terms and privacy policy, and then click on "Accept", that is, confirm your agreement.
Next, to create an Apple ID, enter the email address that you will need to associate with the new account. You can do this by clicking on the E-mail text box and entering the information. Click Next to continue. Then enter a strong password for the account followed by “Next”. Retype the password in the Verify field and click Finish to complete.
Scroll down the screen until you see the “Security Information” section. Fill in all the items by clicking on the “Questions and Answers” text box.
Creating an Apple ID is easy. It is advisable to enter a fallback email value. Enter an alternative e-mail in the corresponding text field. Enter your date of birth. If you are creating an Itune account for your child, remember that the Apple policy sets a minimum age of 13 years. Click "Next" when done.
You’ll notice billing information on the screen, but there is currently a “No” option in the settings. Click on it, specify a payment method, and then scroll down the screen to complete entering other necessary data (phone number, address, etc.). Click Next to continue.
Verify your new account
To complete the process, you need to go through one final step - verification. A message about this, displayed on the iPod screen, will be sent to the address you provided. Click the Finish button.
To activate the new Apple ID, go to the email address specified during registration and find the message from the iTunes Store. Click on it and follow the link "Check Now". This will finally create an Apple ID without a card.
Now the screen should display a login request. To enter, enter your Apple password and ID, and then click Verify to complete the creation of your iTunes account.
