Subsidies for the purchase of housing in Russia can be obtained by almost every family. It is enough to know how this is done. Unfortunately, there is a lot of paperwork here. But if you worry in advance about the production and release of some documents, you can succeed without any problems. In addition, under certain circumstances it is generally possible to get an apartment or a land plot absolutely free of charge. In Russia, such assistance is provided to the population. Two things are required of citizens - compliance with the conditions of various assistance programs and the collection of a full package of documents.
Who is eligible
The first step is to figure out who is eligible for subsidies for the purchase of housing. Not all people have this opportunity. Some citizens should not rely on the help of the state in the matter under study.
Now in Russia there are various programs of subsidizing the population, which help to buy apartments and land for the construction of houses. But the state can count on support from:
- large families;
- military personnel;
- civil servants;
- those who need to improve their current living conditions;
- young families.
It turns out that not everyone has the right to free support. In each case, a number of certain conditions will have to be observed. Otherwise, even the above categories of the population will not be able to receive subsidies.
For the military
The first step is to pay attention to recipients such as military personnel. They were usually provided with housing, not money to buy their own apartment. But the line could be waited for decades. Therefore, now subsidies for the purchase of housing are issued. The military is required to comply with established requirements. They look like this:
- The military family should not own any housing.
- If the property has a dwelling, it must either be recognized as not complying with the established standards, or small for the cell of society.
- The soldier must have a length of service. It takes at least 36 months.
Perhaps these are all the requirements that are put forward in Russia to the military. Subsidies for the purchase of housing by military personnel can only be spent on housing. After all, the recipient will be given a certificate, which is simply impossible to cash out. But it can be used when concluding a transaction. There are 3 ways to spend a subsidy:
- purchase of primary or secondary housing;
- repayment of a mortgage agreement;
- home acquisition.
Documents for the military
It should be remembered that when receiving a subsidy for the purchase of housing, you need to bring a small package of documents. This process is time consuming. And just it is considered the most time-consuming. The military must go to the city administration with the following package of documents:
- application for financial assistance;
- certificates confirming the unsuitability of existing housing for living (if there is a residential property in the property);
- documents confirming all family ties of members of the military family (marriage certificate, child birth certificate);
- extract from the house book;
- military card;
- ID cards of all family members who already have passports;
- certificates of divorce (if any);
- extract from personal file;
- details of the account to which the funds should be transferred;
- mortgage or apartment purchase agreement (if any).
After consideration of the case, the military will be awarded a certificate that covers a certain part of the value of the property. It takes about 30 days from the moment of request to consider the request.
Civil servants
In Russia, subsidies are also provided to civil servants for the purchase of housing. In this case, you will also need to contact the city administration. Of course, not everyone is eligible for assistance in acquiring housing. But only:
- employees of the Presidential Administration;
- civil servants of the constituent entities of the Russian Federation;
- people working in the Security Council and its divisions;
- employees working in federal legislatures;
- court employees;
- prosecutors.
To all the listed categories of persons certain requirements are put forward. Only with their observance, a housing subsidy for the purchase of housing is provided by the state. The conditions are as follows:
- Lack of personal housing at the recipient. Relatives' apartments are also taken into account.
- A civil servant does not have a contract for the rental of housing, and if there is one, the area of the apartment is less than the norms established for 1 person.
- Living in unsuitable for normal life dwelling (personal or self-employed).
- If a civil servant lives in a dormitory or communal apartment.
It should be noted that officials with more than 3 minor children in care are also able to receive money when buying a home. Only in doing so should they live with a civil servant. It can be any close relative, usually a spouse.
Documents for civil servants
Subsidies to civil servants for the purchase of housing are provided approximately on the same principle as the military. Even the sizes of payments are similar. But the list of documents is different. If we are talking about getting help with buying government housing, the city administration will need to bring:
- request statement;
- ID cards of all family members;
- birth certificates of all minor children (and adults living with their parents);
- copy of financial personal account;
- extract from the house book;
- certificates of ownership of real estate;
- documents that confirm the right to additional housing (for years of service);
- work book;
- Marriage certificate.
If we are talking about buying an apartment (house) subject to an existing rental contract, the agreement is provided along with the above list of documents. If the home is unsuitable, relevant certificates are also attached to the request. All documents must be submitted not only in originals, but also in copies. Notarization is not required.
Large
The provision of housing subsidies to large families has long been a common practice. But most often, such cells of society are offered either completely free housing in the order of priority, or a free land plot. Not everyone agrees on this. After all, subsidies are what is provided faster than a free apartment or land. At the moment, families with many children are recognized who have 3 or more minors.
Citizens must meet the requirements of:
- availability of sufficient income to pay for housing (depends on the number of family members);
- housing should be recognized as dilapidated, which does not meet the established minimum of comfort;
- it is possible to receive subsidies when the square meters of housing per person are less than the real ones;
- the presence of 3 or more minor children (adopted children are also considered);
- the presence of citizenship of the Russian Federation for all family members.
The documents that citizens must submit to the administration are not much different from all previous cases. It is required to collect a package of papers, which includes:
- documents on ownership of real estate for all family members;
- identity cards of citizens;
- application for a grant;
- marriage and birth certificates of all children;
- statement of family composition;
- a contract of sale of housing or a mortgage agreement (if any);
- certificates of income of all members of the cell of the company;
- documents that confirm the need for better housing conditions.
Maternal capital
To some extent, the grant for the purchase of housing is maternity capital. This payment is expressed in a rather large amount of money that can be spent either on a child or on residential real estate. Therefore, the procedure for obtaining mothercapital should also not be overlooked.
Unlike all previous cases, the family does not have to comply with a huge list of requirements. The only condition for obtaining maternity capital is the presence of 2 or more children. The amount of payment does not depend on the number of minors, it is fixed. And you can get such support only once.
This support is provided by the Pension Funds of Russia in each region. Parents must submit the following documents to the appropriate organization:
- birth certificates of all children;
- documents confirming adoption or guardianship (if any);
- Marriage certificate;
- SNILS of children and applicant;
- identity card of one of the parents (better than both);
- statement of the established form.
This list of securities is submitted to the FIU. We should not forget that citizens are required to additionally copy documents. A certificate is issued in return. And it can be used to improve housing conditions.
Young families
Housing subsidies for housing are also provided to young families. There is a federal program for this. It’s called “Young Family”. To get such support, you will need:
- the presence of spouses who have not reached the age of 35;
- the solvency of citizens (enough money to pay the remaining amount of the cost of housing);
- lack of ownership of the home (or lack of housing for the family);
- citizenship of the Russian Federation;
- the presence of children (not necessary, but desirable, they greatly simplify the process).
Single-parent families may participate in the Young Family program. This opportunity is in great demand. The amount received is used either at the conclusion of the purchase agreement, or as a subsidy that will cover part of the mortgage.
"Young family": documents
To participate in the program, you must apply, as in most cases, to the administration of the city or district where the cell of society resides. The list of documents is practically no different from the previously listed options.
What is required of a young family? To receive subsidies for the purchase of housing provide:
- ID cards of spouses;
- marriage / divorce documents (if any);
- evidence of the birth of all children;
- certificates of family composition;
- statements of the state of citizens' accounts;
- papers confirming the income of individuals;
- certificates of recognition of housing unsuitable (if any);
- application for participation in the program;
- mortgage or real estate purchase and sale agreement.
Need for better conditions
Subsidies for the purchase of housing are provided in Russia to all citizens who need to improve their living conditions. The list of documents is exactly the same as in the case of young families. It is provided to the city administration. A subsidy (and more often free housing) is offered to the population if:
- the dwelling in which the citizen resides does not correspond to the minimum comfort;
- living in emergency housing or an apartment / house designated for demolition;
- heterosexual children do not have separate rooms;
- living with a citizen who has a contagious, dangerous disease (for example, tuberculosis, medical confirmation is required);
- a citizen in an apartment has less than the established norms of square meters of housing.
About the amount of subsidies
With the procedure and conditions for providing state support, everything is clear. The last question that interests the population is the size of the subsidy for the purchase of housing. As a rule, it depends on numerous factors. For example, the role is played by the number of family members of a citizen. But on average, subsidies (military and civil servants) cover about 70-80% of the cost of housing.
In the case of participation in the "Young Family" program, everything is somewhat different. The calculation of housing subsidies is similar, but the amount provided on average only covers 30% of the cost. The rest will have to pay on their own.
And if we consider maternal capital, then there generally no conditions play a role in the amount of payment. It is installed in a fixed size. In 2015-2016, families receive 453,026 rubles.
