The Air Code of the Russian Federation - a legislative act. It regulates relations in the use of airspace and the functioning of aviation. Compared with its predecessors, developed during the USSR, it can be called a qualitatively different document. The Air Code of the Russian Federation regulates not only aviation flights, but also everything that directly or indirectly could be a potential threat to their safety. In particular, it regulates how it is necessary to carry out blasting, firing, rocket launch , etc.
The Air Code of the Russian Federation consists of eighteen chapters. The general part describes the issues of sky sovereignty over the territory of the country, international agreements and Russian legislation in this field. In addition, in this part, the Air Code declares mandatory licensing and certification in aviation.
The second chapter is devoted to state regulation of the use of space over the territory of the country. It provides data on its structure. In the third chapter, the Air Code of the Russian Federation describes state regulation in the field of aviation. In addition, it gives a definition of its types: military, civilian, experimental. The fourth part is devoted to state control in this area. The fifth chapter gives the concept of aircraft. The requirements of the law related to its operation are also provided.
In the sixth part, the Air Code of the Russian Federation explains everything related to ground-based infrastructure. The concepts of the airport, landing sites, heliports, airfields are given. The basic requirements for their organization, accommodation, maintenance, certification are described. The seventh and eighth chapters relate to air crews and their personnel. The ninth part is devoted to aviation enterprises, issues of commercial activity in the field of air transportation, including the establishment of tariffs and fees. The tenth chapter regulates aircraft operations. It highlights the issues of admission and training of aircraft, documentation on board, support and flight plan, communications. It also regulates the use of photo and video equipment, as well as other means of remote sensing of the earth. International flights are regulated by the eleventh chapter of the code, the twelfth describes aviation security issues. Disaster rescue and search requirements are provided in part thirteen. It defines what exactly includes the provision of emergency rescue and search operations, what signals there are when all procedures are completed. Chapter Fourteen addresses incident investigation. The next two parts describe aerial work and air transportation.
The seventeenth part covers in quite detail everything related to the responsibility of the operator, carrier, and consignor. There, the basic principles, dimensions, and the procedure for making claims, claims and their consideration are considered. Final provisions are given in chapter eighteen.
