State guarantee - this is the obligation that the state gives to the population, legal structures that will provide tangible or intangible benefits according to special standards in accordance with international standards. The Budget Code has included its vision of the concept, and if we focus on article 115, these obligations can provide those in need at the moment, or they can expect to receive benefits in the future development future.

The state guarantee is a developed target program that presents methods for its implementation and nature:

The implementation of the programs is carried out by the executors of complex measures:

The basics for protecting public health are specified in Federal Law No. 323. If insurance does not include treatment for tuberculosis, this does not mean that citizens will not receive help without having their own funds for treatment. Similar expenses are covered by the state budget. For this, they are developing various medical projects, they receive funding from the funds:
Lists for the provision of expensive services are approved by the Ministry of Health of the Russian Federation. To do this, they transfer funds to departments and points providing emergency assistance. There is specialized funding for the treatment of patients in a dispensary, hospital or clinic with the presence of:
- sexually transmitted diseases;
- tuberculosis
- AIDS
- mental disorder;
- drug addiction;
- congenital malformations;
- children's vices.
Features of wellness activities
All budgets that exist in the country take part in programs for children's recreational activities. The special attitude of the state:

- hospices;
- nursing care;
- preventive medical centers;
- medical and physical dispensaries;
- children's sanatoriums;
- shelters for children;
- departments where they conduct forensic medical examinations;

The state has a lot of financial worries, in each case it is required to provide the population with high-quality medical care, while paying decent wages to specialists. It is not always possible for the authorities to establish a balance according to the minimum social standards, consolidate the basic principles with geographical justice, and level state and municipal services at a high level. Currently, this task is performed by state guarantees. To ensure the commitments made, special government planning has been developed, where finances of all budget levels, including compulsory medical insurance, are sent.
The Ministry of Health and the MHI Fund are working on the federal program. Territorial development is carried out by regional authorities under the condition that these projects should not be inferior to a higher status either in content or in cost, so that citizens receive equal, affordable medical care. Residents are surprised: how is it possible with such perfect laws, developed and provided guarantees, is it so difficult to put them into practice? At least the population of the Russian countryside did not hear about any medical programs, because they do not work in these areas.
