On the other hand, such a problem as lack of housing is a direct threat to the demographic situation. Today, young couples are in no hurry to acquire offspring, arguing this move is the lack of the ability to raise a child normally . The main point that both girls and boys celebrate is the limited ability to build their own housing. High interest rates on bank mortgages do not make it possible to make the dream of your own apartment come true.
One step closer to your home
However, in St. Petersburg, the government and financial institutions met the wishes of young people. At the beginning of the first decade of the 21st century, the district governor signed a targeted program called Youth - Affordable Housing. A few days later, the Legislative Assembly of the northern capital adopted a number of additions and clarifications regarding this Law. This program, due to its relevance, was recently extended until 2017. Some amendments and minor changes were made that only improved the already perfect document.
Work mechanism
I would like to note that the adoption of the program “Youth - Affordable Housing” is due primarily to the goal of improving the quality of housing conditions of citizens. At the same time, only citizens who are registered and have been living in St. Petersburg for at least 10 years can use this law. The following is a narrowing of the scope of the program. The law also applies to owners of communal rooms. Young families who need to expand their living space due to the lack of square meters according to the standard specified by the state also have the opportunity to take advantage of the targeted program.
Project participants
At a minimum, in order to become a member of the Youth - Affordable Housing program, the following points must be met:
- Belonging to youth - refers to the age from adulthood to 35 years.
- Stand in line to improve living conditions or need to improve them.
- Be registered in the territory of St. Petersburg or the district.
Priority strata of youth
The following project participants have a privileged right to receive new housing:
- Citizens huddled in communal apartments to be resettled. The latter means both the purchase of a neighboring room and the attraction of an investor for the acquisition of the entire area with the provision of a separate apartment for each family or individual.
- During the launch of the project, the development of a special loan accumulation program, which financed the further development of the law, was in parallel. Those citizens who become participants in this system also have the primary right to obtain a new apartment or improve living conditions.
- The third category includes people who purchase real estate directly from the operators of the program “Youth - Affordable Housing”.
Subsidy? As an option…
Becoming a project participant, a person is faced with a difficult choice. He is invited to take a subsidy or purchase housing from the operator. Consider the difference between these directions.
First option
The program for young families provides an opportunity to receive subsidies. How is assistance calculated? The basis is the cost of the apartment. At least 30% of the price of housing is paid free of charge. The subsidy for a young family also includes assistance for each of the available children. So, in accordance with the project, a family with one child receives an additional 5% of the price of the apartment. If there are two children, this amount doubles, etc. The subsidy for a young family also extends to children adopted and born during participation in the program. The remainder of the funds needed to purchase housing is paid by a young couple or an individual. It is allowed to use both personal savings and attracted loans. In this case, a mortgage. It is noteworthy that the program for young families provides for the purchase of an apartment or a house both in the secondary real estate market and in new buildings.
Second opportunity
The housing program “Youth - Affordable Housing” offers participants another option. This is an opportunity to buy an apartment or house from the project operator. In this case, each participant is invited to invest in the acquisition of real estate own or borrowed (mortgage) funds in the amount of 30% of the calculated cost of housing. The remaining amount is paid by a person for 10 years without any interest.

- The social norm of the living space of the room is taken into account. This parameter is different for single people, childless couples and couples with one or more children. So, the standard for a young family of two people (spouse or parent with a child) is forty-two square meters. For one individual - 33 square meters. m. If the cell of the company has more than two people, then eighteen square meters are provided for each member.

- Of course, an important factor affecting the size of the subsidy is the standard price per square meter of residential real estate. This parameter is calculated within the framework of a single territory, the so-called municipal formation (district, city, etc.), where the young family is on the list of the subprogram (in this case, receiving a gratuitous payment). The cost standard is calculated and set by the local authority. Moreover, the parameter should not exceed the average market price per square meter of housing. The latter is established in accordance with the order of the Ministry of Regional Development. This document is called “On the standard cost of 1 square. m of total area ... ".

Using the obtained data
In accordance with the above paragraphs, an analysis is carried out and the amount of the subsidy is determined. The Affordable Housing - Youth Program provides one of two free payment options. In the first case, project participants who do not have children receive a cash amount of 30% of the average estimated cost of housing. If the family also includes one or more children, then they are additionally offered 5% for each baby. However, there is another opportunity to increase this amount. In accordance with the federal program “Housing”, those families that are registered as in need of improving living conditions, apply for an additional 10% of the total estimated cost of housing.

Consider an example:
The young family is a member of the Youth - Affordable Housing program. The number of people in this cell of society is four persons: two parents and two children. The standard cost of one square meter is 50 thousand rubles. It is necessary to calculate the amount of the subsidy provided to the family.
Decision:
In accordance with the social norm of the living space for one family member of 4 or more people, 18 sq. M. m. Thus, in this option, a young couple with a child can count on an apartment of 72 square meters. m: (18 sq. m. x 4 = 72 sq. m).
The average (estimated) cost of housing will be:
72 sqm mx 50 thousand rubles per 1 square. m = 3 million 600 thousand rubles.
Since the family consists of four people, gratuitous payment is set at 40% of the previous parameter:
3600 thousand rubles x 40% = 1440 thousand rubles.
During the participation in the project, the couple appeared (was adopted) another child. Now a family of five is entitled to an additional 5% of the average (estimated) cost of housing:
3600 thousand rubles x 5% = 180 thousand rubles.
Total amount of the subsidy will be:
1440 thousand rubles + 180 thousand rubles = 1620 thousand rubles.
Required documents
The young family decided on a subprogram. Now it remains to collect the necessary documents and settle bureaucratic formalities. First of all, to participate in the program, you must write an application. This can be done in the housing committee at the place of registration of the participant. This statement indicates whether the person wants to purchase housing from the project operator or plans to use a subsidized subprogram. The next necessary document is a special certificate of registration of all family members (if any). In the department of housing construction, it is necessary to take a document in which the parameters of the premises occupied by the family or the individual are described in detail. If the marriage of the spouses has been officially registered, then a copy of the marriage registration certificate must also be attached. If the couple has children, copies of the birth certificates of each of them must also be provided. And, it goes without saying that it is necessary to attach copies of the passports of all family members and the intended participant.

Subsidy Use Period
It is noteworthy that those families and individuals who became participants in the program this year have the right to use gratuitous payments until 2017 inclusive. In this case, the applicant has the right to choose a real estate market: secondary or primary. If the latter option is preferred, then the readiness of construction should be at least 70%. Buying this housing is allowed only from the developer - without involving agencies and other unauthorized persons. From the moment the contract for the provision of gratuitous payments is signed, the program participant has 12 months to use the amount of money.
It is noteworthy that that part of the area of the new apartment, which is equal to the area of the old housing, can be purchased at cost. The remaining difference is proposed to be paid at market value.
Mortgage to help
In accordance with the program, Bank Saint Petersburg offers not only the project participants, but also other residents of the city a special offer “Youth - Affordable Housing”. The official website of a financial institution contains information on the terms and criteria for providing a mortgage loan for the purchase of real estate. The loan term can be from one year to 25 years. An interested person can apply for a loan of up to 10 million rubles, but even this amount should not exceed 80% of the estimated cost of housing.
