  • those who have arrived to rest in sanatoriums, boarding houses, holiday homes on trips or vouchers, this also includes those who arrived in towns and recreation centers;
  • minor citizens before they reach the age of 16;
  • disabled persons and persons accompanying them;
  • people who find themselves in the resort due to production needs, i.e. business travelers and students;
  • persons arriving at the resort not for recreation, but changing their permanent place of residence;
  • citizens whose tourist route has been planned in advance by tourist and excursion organizations and enterprises or who travel on route books;
  • men and women of retirement age who are already 60 and 55 years old respectively;
  • children visiting their parents of pensioners living in the resort area.

Not everyone supports the introduction of resort fees. Against such a measure are the Ministry of Finance and the Ministry of Justice, Rospotrebnadzor and the Ministry of Economic Development, as well as the Ministry of Industry and Trade. Representatives of these five departments believe that the additional tax can significantly increase the cost of rest within the country, which clearly will not speak in its favor.

There are two types of resort fees:

  1. Asian It is characterized by the fact that the vacationer, in addition to the amount for staying in a hotel or rest house, pays a fixed amount daily, it can also be some percentage of the total cost of the services provided.
