The lower park was founded in 1805. It was then that a decree was signed on the establishment of a balneological resort in the city of Lipetsk. At first, the park was called English; flower beds and alleys were neatly broken in it. It is worth noting that the entrance to the park in those days was paid, and ordinary peasants were not allowed there.
The lower park in Lipetsk was actively ennobled at the turn of the XIX-XX centuries. In particular, in 1908 its territory was drained, and the banks of the Lipovka River were strengthened.

In Soviet times, the park received the standard name: "Central City Park of Culture and Rest." There appeared a dance floor, a cinema, a summer theater, an ice rink, a pavilion of crooked mirrors.
