In the twentieth century, the territory of the modern CIS was occupied by a huge single country called the USSR. Residents of the Soviet Union received from the state for use apartments and houses that are the property of municipal units. A person had the right to reside in this housing. And that’s all. The conditions for obtaining such houses and apartments in no way provided for subsequent sale, surrender or exchange.
Process start
After the collapse of a powerful power, the ruling elite of Russia adopted a law allowing free privatization of housing. Simply put, in 1991, residents of state and municipal apartments received the right to become full owners of square meters. At the same time, privatization of apartments in Russia was free of charge. An unfamiliar term came to us from the Latin language. Formed from the word privatus - “private”, privatization meant “becoming private”.
The law on the process of transfer of ownership of apartments and houses laid the foundation for the development of a huge segment of the real estate market - the official housing purchase and sale market. After the implementation of the privatization procedure, a person becomes a 100% owner of the premises. He can perform various operations: to give, bequeath, sell, exchange, let tenants, etc.
Country Economic Development Plan
The privatization of the apartment raised a lot of questions at that time: until what year can this operation be carried out? What documents are needed for this? These and many other problems interested Soviet citizens yesterday. When the privatization of apartments in Russia ends, it was announced in the same 1991. The procedure under consideration has become part of the country's economic development plan developed by Yegor Gaidar. The project was approved by President Boris Yeltsin.
A large number of positive aspects were presented by the privatization of the apartment to the real estate market. Until which year this procedure can be implemented, it was mentioned in the first law adopted. The starting date for the procedure was 1996. By that time, it was brightly planned to transfer the majority of municipal and state apartments to private ownership.
First renewal
However, people were baffled and confused: the collapse of the USSR, inflation, economic stagnation and many other reasons led to the fact that the first attempt at privatization was not as successful as planned. In 1996, President Boris Yeltsin announced the next date when privatization of apartments in Russia ends. It became January 2007. And again, the procedure for obtaining housing ownership was mired in many problems: citizens complained about the long process of paperwork, endless lines in the corridors of state institutions, the slowness and slowness of employees of municipal institutions, etc.
Moving the term a second time
A positive point was the fact that the number of citizens wishing to become a participant in a project called “privatization of an apartment” was growing. Until what year to extend it? This issue has become an urgent problem for President Vladimir Putin. At meetings of the State Duma, it was proposed to move point “X” from January 2007 to 2010.
The political situation in the country gradually returned to normal. People looked to the future with confidence. Every day, the number of citizens of the Russian Federation wishing to become owners of their homes grew. At the same time, the number of those interested in the question of when did the privatization of apartments in Russia end? Approaching the final date caused an unheard of stir. The endless influx of citizens into the Federal Registration Service did its job: the process was extended. Andrei Nazarov and Vladimir Gruzdev, deputies from the United Russia faction, explained the reason for the postponement. They showed on numbers that the number of people wishing to become owners of municipal housing in 2009 almost doubled compared to the previous period.
The presented figures showed that more than a quarter of the citizens of the Russian Federation will not have time to go through the privatization of apartments by 2010. The global financial crisis has affected the economic situation in Russia. In this regard, the growth of the primary real estate market has stopped, which also led to amendments to the law. Based on all of the above factors, an addendum was adopted that talks about when privatization of apartments in Russia ends.
Changing the date
It is noteworthy that many deputies proposed to make this process indefinite. They argued their desire by the fact that every time the procedure for transferring ownership of housing comes to an end, citizens en masse in house management. The sluggishness of people, the unpreparedness of the authorities for the huge influx of comers and other factors once again influenced the implementation of the process called “privatization of the apartment”. The deadlines for the extension of the procedure were again rescheduled. In 2009, President Dmitry Medvedev signed a decree in which March 2013 became the final date for the end of operations to transfer ownership of municipal and state housing to citizens.
Third term
Between the end of the twentieth century and the beginning of the second decade of the twenty-first century, about 18 million apartments and houses were privatized in the country. At the same time, the largest number of housing passed into the ownership of individuals in 2009-2010. It was at that time that two and a half million objects changed their owners. According to preliminary data at that time, more than three million people wanted to become participants in the procedure called "free privatization of the apartment." The extension of this process has already been postponed several times, therefore, hoping for another concession from the government, at the beginning of the second decade of the twenty-first century, citizens of the country began to reapply with a request to change the end date of the procedure. After weighing the pros and cons, the privatization period for the apartment was extended again. Now the date "X" was March 2015.
Campaigning for a paid procedure
Today, the real estate market is filled with rumors that the current privatization process is planned to be made completely indefinite. And the reason for unhealthy excitement is as follows. Free privatization of apartments greatly affects the profits of developers. Of course, if it is possible to become the owner of the apartment for free, no one will even consider the option of acquiring housing.
Many representatives of the federal government have a negative attitude to perpetual free privatization, because this will seriously hit their plans to "pour" funds from paid privatization into the state budget. It was estimated that more than 600 billion rubles could be additionally received in one year.
Participants in the procedure
Nevertheless, free privatization of the apartment has been taking place in the country for many years with great success. How long you can use this right - we understand. Let's deal with those who can become a participant in the project under consideration. In accordance with federal law, only a citizen of the Russian Federation can become the owner of municipal housing. In the process of privatization is given the opportunity to participate to all persons who have the right to use the apartment or house. This also includes minor citizens. Housing is transferred to the property either to one person or to a group of persons who will dispose of the property as common shared real estate.
In order to privatize an apartment, it is necessary to obtain the consent of all persons living in the territory jointly. This also applies to minor children between the ages of fourteen and eighteen.
An adult who wants to become the owner of an apartment or house can exercise his right to a free procedure once. The implementation of a similar process abroad does not count. A citizen who has not reached the age of eighteen years has the opportunity to become a participant in the free procedure twice: before adulthood and after it.
