Several years ago, a reform was carried out in Russia, during which citizens were asked to choose a pension model for citizens of a certain age category. All the nuances associated with the procedure for the formation and return of the funded part of the pension are contained in two federal laws: “On the funded pension” and “On the procedure for financing payments”. Who is eligible?

- are participants in a state pension financing project;
- sent family capital funds to replenish an individual account with pension savings.
Disabled age
As you know, in 2018, important changes were made to pension legislation related to raising the working age. From January 1, men will retire from the age of 65, and women from the age of 60. To do this, he must be entitled to insurance payments upon reaching working age or upon retirement ahead of schedule (in the presence of certain circumstances), as well as own savings on an individual account in the RF PF.
As for the succession, relatives or persons indicated in the will have the right to inherit pension savings.
The basis for assigning the payment of savings to the insured citizen is an application submitted to the pension fund of state or non-state form of ownership. Along with the application, it is necessary to provide documents that would serve as official evidence of the existence of appropriate grounds for receiving funds.
Before receiving a funded pension, the pensioner should clarify the difference between the allowance assigned to him by old age and the amount of savings. If the latter amount is less than 5% of the amount of social pension and monthly payment from savings, can a pensioner receive the funded part of the pension in full? Yes it is possible. As an example
Citizen Ivanov Ivan Ivanovich reached retirement age and became a recipient of social pension benefits in the amount of 8500 rubles. The amount of savings of Ivanov I.I. is 265 thousand rubles. In 2019, the waiting period for payments is 252 months. This means that you can calculate the amount of the monthly payment by dividing the savings by the waiting period by 252.
Consequently, the cumulative pension of Ivan Ivanovich will be:
265,000 rubles / 252 months = 1,051.59 rubles.
If you add this amount to the allowance assigned upon reaching working age, you get the amount:
8500 + 1051.59 = 9551.59 rubles.
Since the percentage of monthly savings payments is 11% (1,051.59 / 9551.59 rubles), Ivanov will receive a pension in the amount of 9551.59 rubles.

The Pension Fund of the Russian Federation is responsible for calculating and issuing funds, so you need to apply to any of its territorial branches, unless, of course, the citizen paid the contributions there, and not to non-governmental organizations. Registration of funded pension
To start receiving savings, you can apply not only to the Pension Fund of the Russian Federation or a non-governmental organization, but also to the IFC. To apply for one-time, urgent or unlimited payments, you will need to submit the following documents:

Can a pensioner receive a funded pension on the first day of treatment? By law, the benefit is assigned from the day the insured person applies, but this does not mean that the payment will be credited immediately. Typically, funds are transferred to a pensioner's bank account within a month after approval by the Pension Fund of the Russian Federation.
A citizen may submit an application for the appointment of payments of pension benefits using savings one month before going on a well-deserved rest. In this case, the pension will be established as soon as the person reaches a working age or if other grounds arise that give the right to early retirement.
How to make a statement
A citizen can apply for a funded pension independently or through a trusted representative. The application must indicate the type of payment claimed by the citizen - one-time, urgent or lifelong. - full name of the institution;
- personal data of the insured person (full name, gender, citizenship, series and passport number, SNILS, date and place of birth, address of registration and actual place of residence);

- date of filling and signature of the applicant.
If the application is submitted through a representative, information about him is also indicated in the application. The Pension Fund has the right to a 10-day period to consider the application and make a decision, but by law, the institution has the right to suspend the application process for up to three months. How to receive the funded part of the pension for a non-working pensioner, if several years have passed since the time of incapacity for work? In the same way as in all other cases, since there are no time limits. The insured person has the right to receive payment at any time. The choice of method of delivery of funds remains individually for each pensioner. Today, the most popular and convenient option is to charge the amount to a bank card, but some prefer, as before, to receive a pension at post offices or at home. Registration of funded pension by the heirs
In accordance with the law, the funded part of the pension is inherited if the death of a pensioner insured by a pension institution occurs before payment is made. If there are no first-order heirs, the remainder of the funded part of the pension is distributed between second-line relatives, which include siblings, grandparents.
During his life, a pensioner can make a will and dispose of his savings at his discretion. Moreover, even unauthorized persons who do not have a family relationship with the insured can be indicated in the will. At the same time, it should be noted that payments to successors are made if a person has died before the pension was awarded, before he has reached the retirement age. If no instructions from the owner of the savings were issued during his lifetime, the amount is distributed among the successors in equal shares. Relatives must apply for an inherited pension within six months from the date of death of the insured person.
Is it possible to withdraw savings ahead of schedule
Since the funded part of the pension relates to payments for compulsory pension insurance, it is possible to receive it only upon the occurrence of an insured event, which is the attainment of a working age.
