The development of technical conditions is carried out on the basis of current state standards and technical regulations. Currently, there are various GOSTs that establish regulatory indicators for almost all goods, services and works. However, in some cases, some object does not fall under the standard. In this situation, to ensure quality and safety during its use, technical specifications are created.
Regulatory Nuances
It should be noted that the provisions of the Federal Law No. 184 clearly separate the concepts of "technical regulations" and "standard". Mainly in the Russian Federation are GOSTs. However, technical regulations are also being developed. They apply to specific products. For example, currently there are technical regulations for goods for children, tobacco products, oil and fat products, etc.
Prior to the approval of regulations, standards are applicable. If they are not available for any product, the need arises to develop specifications.

The development of technical conditions is usually carried out by the manufacturer. In addition, the document can be ordered at a research institute or purchased already developed specifications.
After the approval of the technical conditions in the authorized body (Rostekhregulirovanie), the owner has the right to use them at his discretion. The owner, in particular, can sell the right to use them, protect against unlawful use, transfer them to another person. Since the developer is the owner of the technical conditions, he has the right to make changes to them.
Development and coordination of technical conditions is carried out in relation to a specific product, material, product. The requirements established in the document may not contradict the provisions of national and international standards.
Advantages of TU
For the manufacturer, the technical conditions are the most important document on the basis of which the entire production process is organized. The manufacturer is responsible to consumers for the safety and quality of products, work or services. Technical conditions establish the minimum requirements, compliance with which is mandatory.
As for the consumer, then for him TU is a document by which one can check the quality and safety of the goods.
To prevent conflicts between the user of the product and the manufacturer, the technical procedure and control methods are determined in technical conditions.
Structure
The procedure for the development of technical conditions is established by state standards, for example, GOST 2.114-95, GOST R 51740.
The following sections may be present in the technical specifications:
- Technical requirements. The document may determine the basic properties of the product, and the requirements for materials, raw materials, labeling, packaging.

Certification of any product, both subject to GOST, and the relevant technical specifications, is carried out taking into account current national and international standards applicable to this product. Design specifics
For the development and approval of special specifications, it is necessary to have working documents of the manufacturer.
TU are drawn up on sheets of A4 paper. The title page is filled in accordance with GOST 2.105.
Drawings, tables, diagrams reflecting individual provisions of the technical conditions are drawn up in accordance with GOST 2.301.
Original documents can be issued without the main inscription, frames and additional columns. In such cases:
- The designation of technical conditions is indicated on each page in the right corner, at the top.
- Signatures provided for in accordance with GOST 2.104 in the main inscription must be present on the cover page.
- Changes are indicated in the adjustment registration sheet. It is placed at the end of the technical conditions.
Designations
In accordance with the Procedure for the development of special technical conditions, the designation adopted before the approval of GOST 2.201 can be used. It is recommended to form it by including the code in the designation of the drawing, specification or other design document.
TU designations for materials, substances, etc. include:
- TU code.
- The code of the group of goods according to the classifier of the country in which special technical conditions are developed.
- Three-digit registration code. It is assigned by the developer.
- The year of approval of TU.
Introduction
It must contain the name of the product, purpose, scope of application (if necessary), as well as a description of the operating conditions.
The name must match the name given in the main document for the product.
The introductory part should begin with the words: "These TU apply to ..."
In conclusion, this section provides an example of a product record in other documents. If inventions were used in the manufacture of a product for which there is no design documentation, information about them is provided at the end of the introduction.
Technical requirements
As a general rule, this part includes the following sections:
- The main properties (parameters, characteristics) of the object.
- Requirements for semi-finished products, materials, raw materials.
- Completeness.
- Marking.
- Tara.
In the section “Main properties”, if necessary, illustrations of the product with overall, mounting or installation dimensions can be placed or a link to design or other technical documentation is provided.
In this part of the technical specifications, assignment requirements may also be present, which characterize the properties of the object, which determine its key functions, for the implementation of which it is intended in specific conditions, as well as requirements for interchangeability and compatibility. For example, indicators of productivity, processing speed, accuracy, calorie content, strength, etc. are set. Also, the developer can specify the requirements for the structure and composition, mechanical, physico-chemical and other properties, geometric, functional, strength, electrical, technological, informational, organizational , software and other types of compatibility.
For products whose use at the end of the operating period poses a danger to citizens or the environment or may damage property, specific service lives are set, after which they are considered unsuitable for consumption.
Approval and Approval
Technical specifications must be agreed with the acceptance committee, if it is authorized to decide on the launch of products in production. Before this, the technical specifications must be approved by the customer (consumer). Technical specifications, together with other documentation to be agreed with the acceptance committee, are sent 1 month before the start of its work at the enterprise.
The signing of the certificate of acceptance of the sample (batch) means the coordination of technical conditions.
Technical specifications, in which there are requirements, compliance monitoring of which falls within the competence of state supervisory structures, should be agreed with these bodies if their representatives are not present in the commission.
The need to submit for approval to other interested organizations, if there are requirements in the technical specifications related to their competence, is determined by the developer together with the customer. In this case, the technical conditions should be sent to all relevant structures at the same time.
Technical specifications, in which there are references to state standards containing requirements for the quality of the product, ensuring its safety for property, health, people's lives, as well as environmental protection, to the norms and rules established by state supervision bodies, may not be consistent with them.
