A labor veteran is an honorary title in Russia, which is celebrated by people for many years of conscientious work. The definition of this status is spelled out in the federal law adopted in 1995.
Characteristic
This law was supplemented and amended in 2004 and 2005 and in its current form characterizes labor veterans as:
- people who have the appropriate certificate;
- persons awarded with a medal or order, or those who have received the honorary titles of the USSR or Russia, or who have certain award distinctions and have earned enough years for an old-age pension, as well as a long service pension;
- citizens who began their career before reaching the age of minority during the Second World War, and their total work experience is at least 35 and 40 years, respectively, for women and men.
How to get a veteran of teachers?
To do this, two main conditions must be met. The applicant is required to have work experience of a certain duration and to have awards or other insignia. The features of calculating seniority and receiving awards to a greater extent depend on the scope of work.
Veterans of pedagogical work
The conditions for obtaining the title of labor veteran are regulated in Art. 7 of the Law of 12.01.95 No. 5-FZ “On Veterans”. This regulation does not contain special provisions on veterans of the pedagogical sphere in particular. Nevertheless, one of the main criteria for assigning the status of a labor veteran is the presence of insignia of the Ministry of Education and Science. Such signs may also be departmental. Thus, the status of “Veteran of Labor” for the pedagogical sphere is directly related to receiving awards and other incentives from the Ministry of Science and Education of the Russian Federation.
How can educators get the title of labor veteran?
Article 7 of Law No. 5-FZ defines that departmental insignia may be approved by the Government or relevant state bodies.
Education management in the Russian Federation is carried out by the Ministry of Science and Education. In pursuance of the provisions specified in the law, this department issued order No. 1223 of September 26, 2016. This document approved specific departmental awards in the educational field and all previous legislative acts of the ministry in this field were canceled. The document also mentions how teachers get veteran status. So, according to the law, the right to the title is given to pedagogical workers by the only departmental award - this is the Insignia of the Ministry of Education and Science. How to get an honorary status depends on the time of the award. All other gratitude, awards and other types of rewards in the educational sphere can be considered the basis for granting veteran status only if they were received by a citizen before December 2016.
However, the mere presence of a departmental award is not enough to receive an honorable state status in the field of education. There are also some requirements for length of service regulated in Art. 7 of Law No. 5-FZ.
What are departmental awards?
Departmental awards are a kind of public recognition of achievements and encouragement of a citizen. The Russian Ministry of Education and Science can award departmental awards for services, outstanding achievements, service in the field of competence of the Ministry of Education and Science, and conscientious work over many years.
The categories of such departmental awards in the field of education include:
- medal of K. D. Ushinsky;
- Insignia of the Ministry of Education;
- medal of L. C. Vygotsky;
- title “Honorary Worker of the Russian Education Sector”;
- status "Honorary Worker of the Technical and Scientific Sphere of Russia";
- title “Honorary Worker of Educational Sphere”;
- breastplate “For charity and mercy”;
- Certificate of honor.
Consistent Award
Awarding a citizen with departmental awards of the Veteran of Labor in education is of a consistent nature. Thus, in order to receive a high reward, one must initially receive a reward preceding it. If the teaching staff has an award at the departmental level of the Ministry of Education and Science, then this can be taken into account during his certification. In addition, departmental rewards may affect the remuneration of a particular employee. If it is provided for by wage systems operating in an educational institution, departmental rewards may be the basis for certain surcharges.

Rules for receipt and requirements for documents
There is no need to reissue documents on conferring the status of a veteran of pedagogical activity, since getting such a title is enough once. For example, when changing the registration address, it is only necessary to check in at the social security department in time for the employees of this institution to make a request for the case at the former place of registration. Moreover, it is necessary to report this even if the change of residence is within the same city.
Obtaining the title "Veteran of pedagogical work" means the submission to the social protection authorities of the relevant application and documents confirming the right. Each region has a separate application form. It should reflect the following information data:
- name of the authority that accepts the application;
- FULL NAME.
Each region has a separate procedure for obtaining the honorary status of “Veteran of Pedagogical Work” in accordance with the list of grounds on which its assignment is possible.
Additional documents
As a rule, the list of documents required for appropriation, in addition to documents that confirm identity, includes:
- special application for conferring an honorary title;
- documentation confirming the right to benefit.
Their list varies depending on the basis on which the status will be assigned. Thus, if the basis is a departmental award, then a certificate should be presented, if it is labor activity at a minor age during the war - copies of archival documents that confirm this, etc. (the list is quite wide).
Normative criteria for the professionalism of a teacher
The teacher’s professional level is determined by the integral characteristic of the teacher, which involves his own varieties of professional activity and the employee’s presence of a combination of professionally defined psychological qualities. These qualities provide an effective solution to pedagogical tasks in education and training.
The normative criteria for the professional level of the teacher are established by the employment contract, the qualification characteristics of the positions of educators.
Pedagogical professionalism must meet the following criteria:
- Objective: the effectiveness of professional activities (training, educational, developing, as well as auxiliary - corrective, diagnostic, consulting, self-educational and managerial).
- Subjective: persistent pedagogical orientation, understanding of the value orientations of your profession, job satisfaction.
- Procedural: the teacher's application of humanistically oriented, socially acceptable technologies and methods of work.
- Effective: achievement in work of the results demanded in society (formation of personality traits of students providing their preparation for life in society).
The levels of pedagogical professionalism are the steps towards high labor rates and the possibility of receiving awards and distinctions.
Benefits of Veterans
Among the social benefits for veterans of pedagogical work, a monthly supplement for pension in the amount of 550 rubles (taking into account indexation) is laid. However, the constituent entities of the Russian Federation have different approaches to the issues of determining the list of benefits due to persons with this status.
Privileges for veterans of pedagogical work are provided for by law, they include the following:
- free travel in city vehicles;
- half the amount of utility bills;
- free services for the repair and manufacture of dentures (only in public health institutions);
- provision of increased leave (up to 56 calendar days);
- other benefits and guarantees.
Some of these benefits were reflected in the legislative acts of the subjects of the federation, but in most cases the list of benefits was significantly reduced.
In addition, the subjects of the normatively consolidate the differences in the requirements for seniority and establish different criteria for citizens who claim to be awarded the title. Experience, which should be reflected in the teacher’s work book, varies from 15 to 25 years.
