Internal Affairs Bodies of Russia and their structure

The internal affairs bodies are a centralized system headed by the Ministry of Internal Affairs of the Russian Federation. The legal basis on which they are guided is a series of laws and decrees, in particular, the Ministry of Internal Affairs bodies act in accordance with the Constitution of the state, the Law on the Police, other federal laws, government decrees, decrees of the President of the Russian Federation, decrees and orders of the Russian Ministry of Internal Affairs.

The main functions of the Ministry are the following: development, as well as implementation of state policy, regulatory and legal regulation of internal affairs, including migration issues. The Ministry is headed by the Minister of Internal Affairs appointed by the President; the candidate for the post is represented by the Chairman of the Government of the Russian Federation. In addition to the Minister of Internal Affairs, the top leadership consists of three of his deputies, appointed in a similar way.

Up to 15 departments carry out activities in key areas of the Ministry. Under the Ministry of Internal Affairs, the Main Command of the VV (internal troops) is formed, as well as the Investigative Committee.

Internal Affairs Bodies of the Russian Federation: system

The Ministry of Internal Affairs manages the ATS system, which includes:

1. The main departments of the Ministry for all federal districts, the Ministry of Internal Affairs of the republics, territories and other territorial divisions.

2. The Main Departments of the Ministry, regulating the activities of the internal affairs bodies on different types of transport (rail, water and air).

3. Departments or management at sensitive, especially important objects.

4. District military supply departments.

5. Organizations involved in solving the tasks assigned to the explosives and the internal affairs bodies.

6. Internal troops, military educational institutions, bodies carrying out command and control of explosives.

The Ministry of Internal Affairs coordinates and controls the activities of the FMS of the Russian Federation, which is in its department.

Law Enforcement Agencies: New Police Act

In the light of the recent reform in the bodies of the VD, one of the structural units was renamed the police. In early 2011, a new Federal Law was adopted that regulates the work of the unit. Based on its provisions, the following functions are distinguished:

· Implementation of protection of the individual, state and society from unlawful attacks.

· Fight against crimes and administrative offenses, their prevention.

· Disclosure of crimes, their identification, inquiry.

· Holding search activities.

· Production of administrative cases, including the execution of sentences on them.

· Combating law enforcement in public places.

· Fighting traffic violations, ensuring road safety.

· The internal affairs bodies should exercise control over the observance of the norms of legislation relating to the scope of arms trafficking.

· Control over private organizations conducting detective or security activities.

· Implementation of protective measures in relation to objects, property, including security on a contractual basis.

· Protection of participants in criminal proceedings (judges, regulatory authorities, prosecutors, investigators, victims and witnesses).

· Forensic science activities.

According to the general rules established by law, certification is carried out every 4 years for employees of the Ministry of Internal Affairs. There are a number of cases set forth in the law in which an employee is required to undergo extraordinary certification. These include, in particular, the transfer to a higher (or lower) position.

On the recommendation of the certification committee, if a discrepancy is found between the person in his current position, early termination of the contract and termination of service in the internal affairs department are provided. Certification is carried out after preliminary preparation, which is assigned to the personnel department or to the head of the site.
